City is in receipt of your application materials submitted on August 16, 2011 for a Tire Proz store at 14447 60 Street North. The application consists of requests for a conditional use permit for allowing a tire store and service in the B-2 District, a conditional use permit for outside storage, and site plan /Design Guidelines review. With this letter we are notifying you that the application is not complete. The City will deem it complete with receipt of the following items by August 31, 2011: 1. Please clarify the colors to be used for the building facades. Also, a building materials board will be required for review by the Planning Commission and City Council. 2. The building as presented will not comply with the Design Guidelines in that it does not have a defined base, middle and top, the main entry is not prominent, the roofline does not feature detailing or interest, and the building materials are not consistent with the Guidelines. Please refer to the Design Guidelines found on the City website at www.cityofoakparkheights.com. 3. Calculate the percentage of glass transparency of the facade facing 60 Street. 4. Diagrams of the proposed light fixtures, both pole and building fixtures will need to be provided. 5. Provide diagrams and identify materials for the tire and trash enclosures. 6. Provide dimensioning of all wall signs and provide a diagram of the proposed freestanding sign. A total of two wall signs are allowed and the Design Jay Andrews Page 2 Standards indicate that a monument sign is preferred in this area. The City Council may require that the freestanding sign be constructed as a monument sign. 7. Provide a location for a bike rack. 8. Indicate on the plan how the transition between the grass area and the remaining asphalt surface on the east property line is to be resolved. The City requires a 10 foot setback of all paved parking surfaces to a property line. The City will also require removal of the freestanding light fixtures on the adjacent property controlled by Croix Oil Company. 9. Indicate the square footage of service areas versus retail at the front of the store. 10. Provide a list of plantings for the rain gardens. 11. The City Forester will require an inventory of all trees on the site and a tree replacement plan as per Chapter 1307 of the City Code. The City Code can be found on the Oak Park Heights website. Staff reviewed the application materials at a meeting on August 24, 2011. We would invite you and your representatives to a staff meeting on August 31, 2011 at 10:30 AM at City Hall to discuss these issues and address any questions you may have. If all of the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for September 15, 2011 at 7:00 in the City Hall Council chambers. Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency /city review of the application for an additional 60 day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
