HomeMy WebLinkAbout06-16-2011 Planning Commission Meeting Minutes ' k4k CITY OF OAK PARK HEIGHTS PLANNING COMMISSION MEETING MINUTES Thursday, June 16 2011— Oak Park Heights City Hall Call to Order: Commissioner Dougherty called the meeting to order at 7:00 p.m. Present: Commissioners Powell and Squyres; City Planner Richards, and Commission Liaison Alternate Runk. Not Present: Chair Bye, Vice Chair LeRoux; City Administrator Johnson and Commission Liaison Abrahamson. II. Approval of Agenda: Commissioner Powell, seconded by Commissioner Squyres, moved to approve the Agenda as presented. Carried 3 - 0. III. Approval of May 12, 2011 Meeting Minutes: Commissioner Powell, seconded by Commissioner Dougherty moved to approve the minutes as amended, noting correct conditions of approval for MCF -Oak Park Heights on page 4. Carried 3 - 0. IV. Department/Commission Liaison / Other Reports: City Planner Richards noted that in July the Commission would be reviewing an application from Applebee's for site plan and design guidelines standards as part of their proposed remodeling project. V. Visitors /Public Comment: None VI. Public Hearings: None. VII. New Business: None VIII. Old Business: A. Zoning Ordinance 401.30: to review B -2, General Business District performance standards related to energy efficiency, green space and building standards. City Planner Richards reviewed the June 9, 2011 Planning Report as to additional conditions suggested by the City Council at their May 24, 2011 meeting and discussed the same. Discussion ensued as to the suggested conditions noted within the planning report, including green space condition 1 related to no front yard parking applicability. It was noted that the condition should be reworded to state that there shall be no parking in the front yards adjacent to right -of ways. Additional discussion was held as to setback requirements for building heights that increase over 40 -feet in height, building height limitations, green space requirements, underground parking, and Minnesota Sustainable Building 2030 (SB2030) energy standards and Minnesota Building Guidelines (B3) requirements. The language for this energy efficiency requirement shall be worded so that it reflects that the requirement will be that of which is established by the State of Minnesota as amended at the time. Planning Commission Minutes June 16, 2011 Page 2 of 2 Richards noted that after the conditions have been clarified, the Commission may wish to consider reviewing other districts within the zoning ordinance that contain the energy efficiency provisions, green space and building standards in light of the discussion held since their amendment to include those provisions. City Planner Richards stated that he would research the language based upon the discussion shared with the Commission and also review the Zoning Districts with the energy efficiency, green space and building standards in them. Commissioner Powell, seconded by Commissioner Squyres, moved to table the discussion of this matter to the July Planning Commission meeting. Carried 3 — 0. IX. Informational: A.
