MEMORANDUM
TO: Eric Johnson , Oak Park Heights City Council
FROM: Elizabeth Stockman /Scott Richards
DATE: September 21, 2011
RE: Oak Park Heights -- Tire Proz -- 14447 60 Street North --
Conditional Use Permits, Site Plan and Design Guidelines Review
TPC FILE: 236.02 — 11.05
In preparation for the City Council meeting, this memorandum is intended to clarify
information received since the preparation of the September 8, 2011 Planning Report
on Tire Proz and to discuss additional plans submitted following the Planning
Commission Meeting on September 15, 2011. The applicants will have full size copies
of the revised plans available for viewing at the City Council meeting.
EXHIBITS:
Exhibit 1: Revised Landscape Plan Shown in Color
Exhibit 2: Revised Signage Plan Showing Planter Base
Exhibit 3: 3D Graphic of Front and East Sides of Building
Lot Description and Future Trail. The property is currently in a meets and bounds
description. The property owner has decided to leave it in the current description and
provide 10 foot utility easements along all lot lines rather than platting the property and
paying park dedication fees. As a condition of approval, the future trail along 60 Street
needs to be shown on site plans, including a connection to the front of the building.
Lighting Plans. The applicants have chosen not to install pole lighting in the parking
areas, but rather utilize the building- mounted fixtures located above the overhead doors
to light the parking area. All proposed lights are in compliance with zoning requirements
for lighting intensity.
Signage. The freestanding signage plans, included as part of the Tire Proz Planning
Report, showed a solid base. The applicants have changed the sign base to be more
open, utilizing the two support poles from the existing on -site sign, and encasing them
to match the building materials. The Planning Commission thought this was a much
better design and recommended that the sign base be surrounded by a three (3) foot
high planter as required by ordinance.
Sustainability. The Planning Commission questioned the applicants about
sustainability, the balance of development and natural resources on the property. The
preservation of the majority of existing vegetation along the south property line and the
applicant's willingness to amend the landscape plan were viewed positively (see
discussion of landscaping below).
The applicants were asked whether a reduction in parking was possible since they have
provided more than the required number of spaces. Tire Proz indicated that they need
all of the 24 spaces shown. When asked about pervious pavers instead of asphalt, they
indicated that heavy trucks used for delivery and pick -up of supplies may cause
maintenance problems for this type of product.
The Planning Commissioners liked the rainwater gardens provided on site, the limited
use of lighting and noted that the site has limited existing natural resources.
Landscaping. The revised landscape plan shows six evergreen trees that have been
added along the west property line. The final landscape plan is subject to the review
and approval of the City Arborist.
Architectural Colors and Details. All photographs of existing Tire Proz stores
included with the planning report are actually the same facility, the Hudson store, even
though they appear to have different colored building finishes. The bright sun shining
on the facade in one photo made the exterior colors appear more creamy - yellow and
brown. The applicants displayed the actual building finishes for the Planning
Commission and the majority were satisfied with their selections, including the gray
stucco and blue awning above the entry. The applicants have provided a 3D drawing of
the front and east sides of the store which better show the proposed building colors.
In keeping with the other commercial buildings recently approved in the 60 Street area,
the Planning Commission has recommended that the applicants give consideration to
adding architectural trim details to the building, particularly at the roof line. It does not
appear as though details were added to the building's exterior. In addition, a view of the
site from the side street and from 60 Street when heading east has not been included.
