BACKGROUND
Tim Nolde, representing Oak Park Senior Living, has made application for a Planned
Unit Development (PUD) amendment for changes to the Oakgreen Village approvals
located at Nova Scotia Avenue North and 58 Street (Phase I) and for the Carriage CO-
OP PUD at the corner of Oakgreen Avenue North and 58 Street (Phase II).
The application for the Oakgreen Village approvals consists of a request to amend the
PUD to allow for a reduction in the number of approved townhome units and to
construct brownstone senior living buildings. The application for the Carriage CO -OP
approvals consists of the request to increase the density and height of the previously .
approved building. Also the building is now proposed as a senior rental building instead
of a senior cooperative.
, VIr. Nolde • submitted the PUD application for the two phases on September 20, 2011. In
letters dated September 22, 2011 to Mr. Nolde, the City indicated that the applications
were not complete and provided a list of items required to satisfy the Zoning Ordinance
requirements. Staff met with Mr. Nolde and his representatives on September 28, 2011
and it was decided that the revised date for a complete submittal would be October 10,
2011. If all of the materials are submitted as requested and the application is deemed
complete, the application for the amendments will be placed on the November 10, 2011
Planning Commission agenda.
PLANNING COMMISSION WORKSHOP
Prior to holding the public hearing at the Planning Commission, City Staff decided that
the Planning Commission should review the application and plans at a workshop
session. We have scheduled this workshop immediately following the 7:00 PM
Planning Commission meeting on October 13, 2011. In that the plans for the project will
not be available until October 10, they are not included in this packet. City Staff will
walk the Planning Commission through the changes and the plans as presented by the
applicant at the workshop. If any of the Planning Commissioners want to review the
plans in advance of this meeting, they would be available at City Hall on October 11.
