The layout /floor plan of the new building is exactly as the existing structure was. The contractor is using existing footings /slab, therefore; the underground plumbing not be altered. There are no laundry facilities being added to the units. Each unit will have plumbing for the kitchen on the main level and one bathroom on the second level as was prior to the fire. The SAC -C form can be filled out and submitted with the monthly SAC report when the permit is issued. Some cities complete the determinations for apartments and others don't. It's really the cities choice. Since we are at least 2 weeks out for determinations, that might swing your mind one way or the other! I have the demolition form here. Thanks! In a case like this where there were no original SAC units charged and the buildings burnt down and subsequently demolished for reconstruction, would you recommend Met Council review the new plans if no laundry or rough -ins for them is proposed? Just trying to get a feel for best practice behavior —you know I have had my own run in's here at OPH ;) Do you still need the SAC D.or has it been provided? We have not seen any plans for the new construction to verify the number of units or that any individual laundry connections exist. My email was to explain that if a new building is built with 8 units and no individual laundry connections exist, there would be no additional SAC due. Since we received no determination or plans to verify, we cannot confirm that this is true. The determination submittal would need to follow our normal process (SAC Application form Transmittal -A, Transmittal -B form signed by owner, scalable floor 1 plans). Karon Cappaert would then complete the determination once everything is submitted.. I am going to respond to the laundry question you shot over directly after this send first. There is a laundry on campus — it is in the 14840 Building. There is not one in each separate section of units, thus my wording is that there is not one in the building complex (meaning the building unit of 8 that was demolished as a result of the fire). So, if I am reading your note right, you are telling me that Met Council recognizes the 8 unit structure at 14820 62" St. at 6 SAC. AND that if the units that were burnt and demolished are reconstructed no additional SAC is required for any of the 8 units being reconstructed as long as there are no individual laundry rough -ins. This was based on the lack of individual washer units in each apartment. Current rules give a 20% discount on SAC if there is no individual laundry units in the apartments or a common laundry area. (8 units x 80% = 6.40 or 6 SAC). When these apartments are rebuilt, as long as no individual laundry rough -ins exist, there would be no additional SAC due. I spoke with the manager today, who did inform me that there are no individual laundry facilities to the units, nor is there one share in that building complex. Stillwater Building Official Shilts has copied me with the demo permit and the not yet issued construction permit for an 8 unit apartment building. Each of the 8 separate • units have outside entry to their respective units. My questions to you are: Why not a full 1 SAC unit credit to each of the 8 separate residential units in this building structure? It is my understanding that this entire development is income adjusted housing (public housing ?). One of your earlier emails indicated 8 units at .80 = 6.40 or an overall SAC credit of 6.0 to the building structure. What criteria was used to calculate this? What would be the SAC due? Please provide the calculation or a separate letter for me to use as determination in seeking it from the owner. Presumably I will be preparing a SAC D form for you (unless Shelia has already provided this — please advise if she has) and the regular SAC A report and supporting SAC B form for the residential structure. It's an 8 unit building that was torn down and being rebuilt. The SAC fees would need to be charged through OPH since the sewer is hooked up through you. I recall that when the Home Free project was constructed in 2004 at 6450 Panama, OPH did attend to the SAC charge through issuing a permit on our end for it and did the reporting to Met Council. Now to confirm which buildings were demolished. Is it the 20- 101 through 20 -108? Is it confirmed that this demolition included other buildings? The units would be calculated at 80 %. So if there were 8 units demolished the demo credit is 8 x 80% = 6.40:or 6 SAC. The vacancy date is July 2011 when the fire occurred. Since Stillwater issues the Stillwater would report the demo and new permits. Sometimes Cities that issue the sewer connection will collect and report the SAC but for tracking purposes it usually happens through the building permit process. The buildings were constructed or in the process of being constructed prior to January 1, 1973 and not subject to SAC charge (see the 01 -10 -74 letter from the Metropolitan Sewer Board) and at the time 51 units were acknowledges as being in place. Based on earlier 3 communications it also appears that the project was in the plans and water /sewer assessments were billed to the owners in March of 1968 in light of their not being able to be assessed to a physical property at the time. Based on what I could find, the fire was in the 14820 block of buildings, which contains 8 units and may have also affected the 14850 building set too which houses 8 units also (based on my map from 2008). The map shows laundry rooms in building 14840 and does not reference any other common laundry facilities or facilities to individual units. I placed a call to the property manager to inquire but have not yet received a response back. Also, as I understand things, if we are providing the sewer and water services, which our Finance /Utility Department says we are, I expect that we should be compiling the SAC reporting information to Metropolitan Council for credit application, which as I understand it, would be 1 SAC unit per apartment included in the demolition permit the City of Stillwater issued. Jessie, please confirm and /or correct me on the process that should be adhered to in this situation. If my understanding is accurate and we should be providing the SAC reporting as the service provider, please copy me with the permit issued for the demolition and I will address it immediately and copy you for your files. If Stillwater is to provide the SAC reporting, please copy me with the demo and any reporting on your end for our service file for the property site. It looks like we charged for water meters(s) back in 1974, so if a new water meter is needed at the building, please have someone on your end contact me and /or our Public Works Director, Andy Kegley.
