increase fire prevention awareness, the City rewards two residents each month with their choice
of an award of $25.00 or a fire extinguisher and /or smoke detector(s).
Your residence was checked on Thursday, July 17, 2008 to determine if you had your recycling
bin out with your regular garbage. Your recycling was out and ready for collection; therefore,

CITY COUNCIL MEETING MINUTES
I. Call to Order /Approval of Agenda: The meeting was called to order at 7:36
p.m. by Mayor 13eaudet. P resent: C,ouncilmembers Abrahamson, Doerr,
McComber and Swenson. Staff present: Administrator Johnson and City Attorney
Vierling,
Mayon Beaudet added "Authorize City Attorney to Seek Records from MnDO"T
Regarding the St. Croix River Crossing" as Consent Agenda Item 1.
Councilmember McComber, seconded by Councilmember Swenson, moved to
approve the Agenda as amended. Carried 5 -0.
II. Department /Council Liaison Reports:
A. Planning Commission: Councilmember Abrahamson reported that the
Planning Commission held a public bearing at their last meeting regarding
the Xcel Energy fly ash pit. He stated that there were pictures presented
that show substantial changes to the area. He reported that the public
hearing has been continued. Abrahamson stated that the Planning
Commission encouraged a meeting between residents and Xcel Energy.
B. Parks Commission: Nothing to report.
C. Cable Commission: Councilmember Doerr reported that the commission
drafted a letter to the SCC to put a moratorium to cable companies that are
pulling analog so people have to buy digital packages. He stated that the
commission is trying to protect the consumer.
D. Water Management Organizations /Middle St, Croix: Nothing to report.
E. Other Liaison /Staff Retorts: Councilmember McComber stated that she
received a copy of the Metro Cities Transport and Revenues reports. She
stated that it was staff's recommendation that the policy reflect the 2008
transportation bill.
III. Visitors /Public Comment:
Reevelinp- Award: Administrative Secretary Thoen reported that Dean and Angie

Councilmembers Doerr and Abrahamson pulled Item I` from the Consent Agenda.
Councilmember McComber, seconded by Councilmember Swenson, moved to
approve the Consent agenda. Roll call vote taken. Carried 5 -0.
Councilmember Doerr questioned if certain items in the specification list, such as
the lift gate, first aid kit, and flashlight, could be transferred from the F-350 to the
2500. Councilmember Swenson stated that they need to install low - profile lights
on the rear of the truck that can be seen. City Administrator Johnson stated that
this item could be postponed for one week to allow time for clarification.
Councilmember Doerr, seconded by Councilmember Swenson, moved to
postpone this item. Carried 5 -0.

A. Bob Brackev /Washington County Anneal Update: City Administrator
Johnson provided background on the case. He stated that the County

changed the value of Bob I3rackey's property from agricultural to
commercial. He reported that Bob Brackey appealed that and lie lost his
appeal. Johnson stated that Mr. I3rackey filed additional proceedings and
the court essentially changed his mind. He stated that City Attorney
Vierling has not had a chance to review the decision.
Mayor Beaudet, seconded by Councilmember Doerr, moved to postpone
this item to get an opinion from the City Attorney, unless tinging is all
issue, and they will allow the City Administrator to move forward right
away tip to $ 1 0,000.
VIII. Adiournment:
Councilmen - iber Doerr, seconded by Councilmember McComber, moved to
adjourn at 7:55 p.m. Carried 5 -0.

Attached is the standard engagement letter for auditing services for the year ending
December 31, 2008.
HLB Tautges Redpath, Ltd. is proposing a fee not -to- exceed $34,5oo. Last year Council
approved $33,350 for the audit and minimum $1,500 for extra statistical schedules. The
actual amount of the 2007 audit with statistical schedules was $33788.72. This fee is split
between the General Fund, Water Utility Fund, Sewer Utility Fund, and the Capital Revolving
Fund.
Staff recommends approval of the December 31, 2oo8 auditing services contract with HLB
Tautges Redpath, Ltd. for a fee not-to- exceed $34,500.00.

As we discussed, enclosed are two copies of our engagement letter for auditing services for
the year ending December 31, 2008 for the City of Oak Park Heights, Minnesota.
Services
The scope of services are the same as for 2007 and are summarized as follows:
• Audit the basic financial statements of the City of Oak Park Reights, Minnesota as
of and for the year ending December 31, 2008. An "in- relation -to" opinion on the
combining and individual fund financial statements and supplementary information.
• Preparation, copying and binding of the Annual Financial Report. The City is
responsible for writing the Management's Discussion and Analysis.
• State Legal Compliance Audit.
• Preparation of Audit Management Letter.
Fees
We are proposing to complete the services described above for a fee not -to- exceed $34,500.
This fee is based on anticipated cooperation from City personnel, their completion of the
workpapers per the City to prepare list and the assumption that unexpected circumstances
will not be encountered. If significant additional time is necessary, we will discuss it with
you before we incur additional costs.

We are pleased to confirm our understanding of the services we are to provide the City of
Oak Park Heights, Minnesota for the year ending December 31, 2008. `I scope of services
includes the following:
We will audit the financial statements of the governmental activities, the business -
type activities, each major fund, and the aggregate remaining fund information, which
collectively comprise the entity's basic financial statements of the City of Oak Park
Heights, Minnesota as of and for the year ending December 31, 2008. Accounting
standards generally accepted in the United States provide for certain required
supplementary Information (RSI), such as management's discussion and analysis
(MD &A), to accompany the City of Oak Park Heights, Minnesota's basic financial
statements. As part of our engagement, we will apply certain Iiinited procedures to
the City of Oak Park Heights, Minnesota's RSI. 'These limited procedures will consist
principally of inquiries of management regarding the methods of measurement and
presentation, which management is responsible for affirming to us in its
representation letter. Unless we encounter problems with the presentation of the RSI
or with procedures relating to it, we will disclaim an opinion on it. The following RSI
is required by generally accepted accounting principles and will be subjected to
certain limited procedures, but will not be audited:

2. Budgetary Comparison Schedule(s)
Supplementary information other than RSI, such as combining and individual fund
financial statements, also accompanies the City of Oak Park Heights, Minnesota's
basic financial statements. We will subject the following supplementary information
to the auditing procedures applied in our audit of the basic financial statements and
will provide an opinion on it in relation to the basic financial statements:

The following additional information accompanying the basics financial statements
will not be subjected to the auditing procedures applied in our audit of the financial
statements, and for which our auditor's report will disclaim an opinion:

• Preparation of Audit Management Letter.
Audit Objectives
The objective of our audit is the expression of opinions as to whether your basic financial
statements are fairly presented, in all material respects, in conformity with U.S. generally
accepted accounting principles and to report on the fairness of the additional information
referred to in the first paragraph when considered in relation to the basic financial statements
taken as a whole. Our audit will be conducted in accordance with generally accepted
auditing standards established by the Auditing Standards Board (United States) and, the
standards for financial audits contained In Govei ens Auditing Standards, issued by the
Comptroller General of the United States, and the minimum procedures for auditors as
prescribed by MS 6.65, and will include tests of the accounting records of the City of Oak
Park heights, Minnesota and other procedures we consider necessary to enable us to express
such opinions. If our opinions on the financial statements are other than unqualified, we will
fully discuss the reasons with you in advance. If, for any Reason, we are unable to complete
the audit, or are unable to form or have not formed opinions, we may decline to express
opinions or to issue a report as a Result of this engagement.
We will also provide a report (that does not include an opinion) on internal control
related to the financial statements and compliance with laws, regulations, and the provisions
of contracts or grant agreements, noncompliance with which could have a material effect on
the financial statements as required by Government Auditing Standar(l s. The Deport oil
internal control and compliance will include a statement that the report is intended solely for
the information and use of management, the body or individuals charged with governance,
others within the entity, and specific legislative or regulatory bodies and is not intended to be
and should not be used by anyone other than these specified parties. If during our audit we
become aware that the City of Oak Park heights, Minnesota is subject to an audit
requirement that is not encompassed in the terms of this engagement, we will communicate
to management and those charged with governance that an audit in accordance with U.S.
generally accepted auditing standards and the standards for financial audits contained in
Government Auditing Standards may not satisfy the relevant legal, regulatory, or contractual
requirements.

Management Responsibilities
Management is responsible for the basic financial statements and all accompanying
information as well as all representations contained therein. As Dart of the audit, we will
prepare a draft of your financial statements and related notes. You are responsible for
Snaking all management decisions and performing all management functions relating to the
financial staternen €s and related notes and for accepting full responsibility for such decisions.
You will be required to acknowledge in the manageuient representation letter that you have
reviewed and approved the financial statements and related notes prior to their issuance and
have accepted responsibility for them. Further, you are required to designate an individual
with suitable skill, knowledge or experience to oversee any nonaudit services we provide and
for evaluating the adequacy and results of those services and accepting responsibility for
them.
Management is responsible for establishing and maintaining internal controls, including
monitoring ongoing activities; for the selection and application of accounting principles; and
for the fair presentation in the financial statements of the respective financial position of the
governmental activities, the business -type activities, the aggregate discretely presented
component units {if any), each major fund, and the aggregate remaining fund information of
the City of Oak Park Heights, Minnesota and the respective changes in financial position and
cash flows, where applicable, in conformity with U.S. generally accepted accounting
principles.
Management is also responsible for making all financial records and related information
available to us and for the accuracy and completeness of that information. Your
responsibilities include adjusting the financial statements to correct material misstatements
and for confirming to us in the representation letter that the effects of any uncorrected
misstatements aggregated by us during the current engagenrent and pertaining to the latest
period presented are immaterial, both individually and in the aggregate, to the financial
statements taken as a whole.
You are responsible for the design and implementation of programs and controls to
prevent and detect fraud, and for informing us about all known or suspected fraud affecting
the government involving (1) management, (2) employees who have significant roles in
internal control, and (3) others where the fraud or illegal acts could have a material effect on
the financial statements. Your responsibilities include informing us of your knowledge of
any allegations of fraud or suspected .fraud affecting the government received in
communications from employees, former employees, grantors, regulators, or others. In
addition, you are responsible for identifying and ensuring that the entity complies with
applicable laws, regulations, contracts, agreements, and grants, and for taking timely and

appropriate steps to remedy any fraud, illegal acts, violations of contracts or grant
agreements, or abuse that we may report.
Management is responsible for establishing and maintaining a process for tracking the
status of audit findings and recommendations. Management is also responsible for
identifying for us previous audits or other engagements or studies related to the objectives
discussed in the Audit Objectives section of this letter. This responsibility includes relaying
to us corrective actions taken to address significant findings and rccommendations resulting
from those audits or other engagements or studies. You are also responsible for providing
management's views on our current findings, conclusions, and recommendations, as well as
your planned corrective actions.
With regard to the electronic dissemination of audited financial statements, including
financial statements published electronically on your website, you understand that electronic
sites are a means to distribute information and, therefore, we are not required to read the
information contained in these sites or to consider the consistency of other information in the
electronic site with the original document.
As part of our engagement, we may propose standard, adjusting, or correcting journal
entries to your financial statements. You are responsible for reviewing the entries and
understanding the nature of any proposed entries and the impact they have on the financial
statements.
Audit Procedures — General
An audit includes examining, on a test basis, evidence supporting the amounts and
disclosures in the financial statements; therefore, our audit will involve judgment about the
number of transactions to be examined and the areas to be tested. We will plan and perform
the audit to obtain reasonable rather than absolute assurance about whether the financial
statements are free of material misstatement, whether frozen (1) errors, (2) fraudulent financial
reporting, (3) misappropriation of assets, or (4) violations of laws or governmental
regulations that are attributable to the entity or to acts by management or employees acting
on behalf of the entity. Because the determination of abuse is subjective, Government
Auditing Slandards do not expect auditors to provide reasonable assurance of detecting
abuse.
Because an audit is designed to provide reasonable, but not absolute assurance and
because we will not perform a detailed examination of all transactions, there is a risk that
material misstatements may exist and not be detected by us. In addition, an audit is not
designed to detect immaterial misstatements or violations of laws or governmental
regulations that do not have a direct and material effect on the financial statements.
However, we will inform you of any material errors and any fraudulent financial reporting or

misappropriation of assets that come to our attention. We will also inform you of any
violations of laws or governmental regulations that come to our attention, unless clearly
inconsequential. Our responsibility as auditors is limited to the period covered by our audit
and does not extend to later periods for which we are not engaged as auditors.
Our procedures will include tests of documentary evidence supporting the transactions
recorded in the accounts, and may include tests of the physical existence of inventories, and
direct confirmation of receivables and certain other assets and liabilities by correspondence
with selected individuals, funding sources, creditors, and financial institutions. We will
request written representations from your attorneys as part of the engagement, and they may
bill you for responding to this inquiry. At the conclusion of our audit, we will require certain
written representations from you about the financial statements and related matters.
Audit Procedures — Internal Controls
Our audit will include obtaining an understanding of' the entity and its environment,
including internal control, sufficient to assess the risks of material naisstatcment of the
financial statements and to design the nature, timing, and extent of further audit procedures.
Tests of controls may be performed to test the effectiveness of certain controls that we
consider relevant to preventing and detecting errors and fraud that are material to the
financial statements and to preventing and detecting misstatements resulting from illegal acts
and other noncompliance matters that have a direct and material effect on the financial
statements. Our tests, if performed, will be less in scope than would be necessary to render
an opinion on internal control and, accordingly, no opinion will be expressed in our report on
internal control issued pursuant to Government Auditing Standards.
An audit is not designed to provide assurance on internal control or to identify significant
deficiencies. however, during the audit, we will communicate to management and those
charged with governance internal control related matters that are required to be
communicated under AJCPA professional standards and Goi Auditing Standards.
Audit Procedures - Compliance
As part of obtaining reasonable assurance about whether the financial statements are free
of material 1 - llisstaten - lent, we will perform tests of the City of Oak Park Heights, Minnesota's
compliance with the provisions of applicable laws, regulations, contracts, agreements, and
grants. However, the objective of our audit will not be to provide an opinion on overall
compliance and we will not express such an opinion in our report on compliance issued
pursuant to Goverinnent Auditing Standards.
The Minnesota Legal Compliance Audit Guide for Local Government requires that we
test whether the auditee has complied with certain provisions of Minnesota Statutes. Our

audit will include Sikh test of the accounting records and other procedures as we consider
necessary in the circumstances.
Audit Administration, Fees and Other
We understand that your employees will prepare all cash or other confirmations we
request and will locate any documents selected by us for testing.
We will provide copies of our reports to the City of Oak Park Heights, Minnesota;
however, management is responsible for distribution of the reports and the financial
statements. Unless restricted by law or regulation, or containing privileged and confidential
information, copies of oul' reports are to be made available for public inspection.
The audit documentation for this engagement is the property of HLB Tautges Redpath,
Ltd. and constitutes confidential information. However, pursuant to authority given by law
or regulation, we may be requested to make certain audit documentation available to a
federal agency providing direct or indirect funding, or the U.S. Government Accountability
Office for purposes of a duality review of the audit, to resolve audit findings, or to carry out
oversight responsibilities. We will notify you of any such request. If requested, access to
such audit documentation will be provided under the supervision of HLB Tautges Redpath,
Ltd. personnel. furthermore, upon request, we may provide copies of selected audit
documentation to the aforementioned panties. These parties may intend, or decide, to
distribute the copies or information contained therein to others, including other governmental
agencies.
We agree that our fee for these services, including expenses (such as report reproduction,
postage, etc.), will not exceed $34,500. Our invoices for these fees will be rendered each
month as work progresses and are payable on presentation. The above fee is based on
anticipated cooperation from your personnel, completion of workpapers per the client to
prepare list by your personnel, and the assumption that unexpected circumstances will not be
encountered during the audit. If significant additional time is necessary due to a change in
scope of services or delays in receiving audit information requests, we will discuss it with
you and arrive at it new fee estimate.
Government Audiiing Standards requires that we provide you with a copy of` our most
recent external peer review report and any letter of comment, and any subsequent peer
review reports or letters of comment received during the period of contract. Our 2004 peer
review report accompanies this letter as Appendix A. We are pleased to report that we did
not receive a letter of comment.

As part of the continued process for the development of the City Hall facility and Subsequent
demolition of the current building, the Staff did prepare an RFQ for an Abatement Study of
the existence of asbestos/ hazardous materials in the current building. This study will identify
arc-as that will need to be remediated prior to the demolition of the structure and its specific
areas.
The City receiveid three responses:
1. American Engineering and Testing: $ 3,250.00
2. Braun Intertec: $ 2,900.00
3. Industrial Hygiene Ser. Corp. $ 5,500.00
All firms are well qualified to perform such work, have extensive background and hold
necessary certifications. Based on the submitted materials, Braun Intertec appears to be the
lowest qualified bidder.
Recommendation- Authoft-e sWff to finalize and promed with the necessary agreement with
the lowest quaffie• bidder to perform the Abatement Study at the City Hall Facility. Should a
final agreement with Braun Intertec not be possible, the City will proceed to the next
"lowest" contractor.

BACKGROUND
Raftenz Dealership Properties LLC has made application for an amended conditional
use permit related to the conditions placed on the resolution approved by the City
Council on July 26, 2005. A condition was included related to a three and five year
phasing of improvements for parking setbacks curbs and stormwater drainage Systems.
The first phase of improvements was to be completed this year. The applicant has
asked for an extension of both phases for an additional five years.

APPLICANT'S REQUIREMENTS
As indicated in the applicant's letter, an extension of both phases of improvements is
being requested for an additional five years. The site plan, found as Exhibit 3, indicates
the two areas. The northeast corner of the site, labeled as Phase 2, was to be
completed this summer. The southeast corner of the site, labeled as Phase 3, was to
be completed in 2010. If approved by the City Council, both phases of improvements,
including parking setbacks, curbs and stormwater drainage systems, would not need to
be completed until 2013.

The condition to be amended that was approved in 2005 is as follows:
1. All parking setbacks, curbs and stormwater drainage systems shall be
constructed and brought into compliance with the Zoning Ordinance regulations
in accordance with the three and five year phasing plan as indicated on the
approved site plans dated 6/15105. (Copies on file in city offices)
The proposed language would be:
1. All parking setbacks, curbs and stormwater drainage systems, in the northeast
and southeast corners of the site, shall be constructed and brought into
compliance with the Zoning Ordinance regulations no later than August 31, 2013.
CONCLUSION 1 RECOMMENDATION
Staff recommends the installation of parking setbacks, curbs and stormwater drainage
systems at Stillwater Motors be required no later than August 31, 2013 and that the
conditional use permit be amended accordingly. Staff would recommend that a letter
of credit not be required with this amendment in that this is the first request for an
extension.

plan shall be reviewed and approved by the City Arborist.
The grading, drainage, and utility plans shall be subject to the review and approval of the City Engineer
and the Browns Creek Watershed District.
Customer, employee, and display parking shall be delineated on the site plan and all customer parking
stalls shall be appropriately signed.
Detailed plans and completely labeled building elevations shall be resubmitted to the city to show
all building materials and colors. A materials board shall be submitted for the City Council review.
A detailed photometric plan showing lot perimeter and street centerline foot candles compliant to city
code shall be provided. All lighting shall be installed or retrofitted to be in compliance with the lighting
standards of the Zoning Ordinance.
An approval of the sign variance allowing a total of ten wall signs and eliminating the two 34 square foot
"showroom" signs as proposed on the building elevations. The applicant shall provide an accurate
rendering of all wall signs for review and approval of the City Council. The City Council approves the
overall number and square footage of allowable wall signage for the project.
The applicant shall remove the large pylon sign at the northwest corner of the site and all checkered
banners prior to issuance of a certificate of occupancy for the remodeled building.
c} The materials utilized for the proposed trash enclosure shall be the same materials used on the building.
10. All automobile repair activities shall be limited to within the principal structure and the doors to the
service bays shall be kept closed except when vehicles are being moved in or out of service areas.
11. There shall be no exterior storage of automobile parts or related items on the site. All parts storage shall
be internal to the building. The applicant shall provide a site plan indicating the location of the fenced
car storage area and fencing details subject to review and approval of City staff. Any cars under repair
that are to be stoned outside of the building shall be parked within said fenced car storage area.
12. All noise created from operations on the site shall be in conformance with Section 401.15.8.11 of the
Zoning Ordinance.
13. The outdoor paging system shall be replaced with a personal communication system that is non - audible
beyond the property lines.
14. The applicant shall receive and retain, if required, a Hazardous Waste Generators License from
Washington County for the Stillwater Motors operation.

WHEREAS, the City of Oak Park Heights has received a request from Raduenz
Dealership Properties LLC for an amended conditional use permit related to extending the
timelines for construction of improvements at Stillwater Motors located at 5900 Stillwater
Boulevard; and after having conducted a public hearing relative thereto, the Planning
Commission of Oak Park Heights makes the following Iindings of fact:
I. The real property affected by said application is legally described as
follows, to wit:

2. The applicant has submitted an application and supporting
documentation to the Community Development Department consisting of the following items:

NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING
COMMISSION FOR THE CITY OF OAK PARK HEIGHTS THAT THE PLANNING

recommended that the application be approved with a revised condition.
NOW, THEREFORE,, BE IT RESOLVED BY THE CITY COUNCIL FOR
THE CITY OF OAK PARK HEIGHTS THAT THE CITY COUNCIL APPROVES THE
FOLLOWING:
A. Tlie application submitted by Raduenz Dealership Properties LLC for an amended
conditional use permit related to extending the timelines for construction of improvements at
Stillwater Motors located at 5900 Stillwater Boulevard and affecting the real property as follows:

Be and the same as hereby approved by the City Council of the City of Oak Park heights with
the following revised condition:
I. All parking setbacks, curbs and stormwater drainage systems, in the northeast and
southeast corners of the site, shall be constructed and brought into compliance with the
Zoning Ordinance regulations no later than August 31, 2013.
And the conditions from the July 26, 2005 conditional use permit as follows:
2. Revisions to the landscape plan showing shade trees along; 59` Street, the frontage to
Hwy 5, and in appropriate places around the parking area are approved in concept. Final
revisions to the landscape plan shall be reviewed and approved by the City Arborist.
3. The grading, drainage and utility plans shall be subject to the review and approval of the
City Engineer and the Browns Creek Watershed District.
4. Customer, employee, and display parking shall be delineated on the site plan and all
customer parking stalls shall be appropriately signed.
5. Detailed plans and completely labeled building elevations shall be resubmitted to the City
to show all building materials and colors. A materials board shall be submitted for the
City Council review.
6. A detailed photometric plan showing lot perimeter and street centerline foot candles
compliant to City Code shall be provided. All lighting shall be installed or retrofitted to
be in compliance with the lighting standards of the "Zoning Ordinance.

7. An approval of the sign variance allowing a total of ten wall signs and eliminating the
two 32 square foot "showroom" signs as proposed on the building elevations. The
applicant shall provide an accurate rendering of all wall signs for review and approval of
the City Council, The City Council approves the overall number and square footage of

8. The applicant shall remove the large pylon sign at the northwest corner of the site and all
checkered banners prior to issuance of a certificate of occupancy for the remodeled
building.
9. The materials utilized for the proposed trash enclosure shall be the same materials used
on the building.
10. All automobile repair activities shall be limited to within the principal structure and the
doors to the service bays shall be kept closed except when vehicles are being moved in or
out of service areas.
11. 'There shall be no exterior storage of automobile parts or related items on the site. All
parts storage shall be internal to the building. The applicant shall provide a site plan
indicating the location of the fenced car storage area and fencing details subject to review
and approval of City staff. Any cars under repair that are to be stored outline of the
building shall be parked within said fenced car storage area.
12. All noise created fronh operations on the site shall be in conformance with Section
401.15.13.11 of the "Zoning Ordinance.
13. The outdoor paging system shall be replaced with a personal communication system that
is non audible beyond the property lines.
14. The applicant shall receive and retain, if required, a Hazardous Waste Generators License
fro €n Washington County for the Stillwater Motors operation.

Background/Justification
The Public Works Department is budgeted for four vehicles and a "tractor. The vehicles are replaced based on an
anticipated schedule and particular needs. We have in the 2008 budget, money for an additional vehicle that was planned
as a used light duty pickup truck for seasonal, trail and garbage transfer oil the barks and trails. We requested and received
$10,000 in the budget for this addition to our Public Works Fleet. We also requested and outlined the replacement of the
F350 Pickup with the lift gate and snow plow in 2008. The F550 with the dump body is listed for replacement in 2009.
There is currently $104,979 in Public Works Vehicle replacement reserves.
We developed specifications to meet city needs based on the state contract pricing for a replacement to the 1 3350, 'file
selected model is a Chevrolet 2500 series with a full snow plow upgrade package. The racks, tools kits, snow plow and lift
gate is added as a €7 after delivery option. 'tine total projected price is $36,295 based on the 2008 price. We have contacted
the state contract vendor and they suggested we hold the order for a few weeks until the 2009 contract is in effect. They
anticipate little or no increase in the contract prices and, because the 2008 models are now limited to stock on ]nand, they
cannot assure us we could obtain the deductions for items not needed foe the city. We find no need for tlne On -star
navigation system or the XM radio for public works in the city.
Evaluation and recommendation
We would like the city Council to approve the specifications and added equipment selected and would ask further
authorization to place the order for delivery of this new truck in 2008 as soon as the new contract prices are available. We
ask for authorization for minor changes, if needed for the 2009 model or for changes on the list of add on equipment, in the
amount of $2200 (approximately 10% of base price). We are more concerned about changes in add on equipment costs.
We recommend the Council authorize the purchase of a new vehicle under the competitively bid state contract as outlined
on the attached spreadsheet and for approval of the added equipment as listed to meet the city needs, with a price not to
exceed the $36,279.10 listed by more than $2200 to stay within the planned budget.
