City Administrator, had only luke-warm response, although there can be many factors that enter into that
result, just something to consider.
Assuming that Gary is willing, and as part of the possibility and likelihood of Gary Brunckhost assuming
the .Finance Director role with Oak Park Heights, Judy and I anticipate having Gary's position evolve
somewhat into overlapping certain elements of Judy's position. Gary could effectively receive a year or
more of on-the-job training which would include among other things, budget preparation, managing
financial assets and maintaining the city cash balances. A difficulty to moving Gary is the filling of his
position, but is manageable with appropriate effort and Gary's input.
Again, this decision is a two years off and much can change, but it is wise to start thinking about scenarios.
Other Positions:
Relative to other cities, I cannot quantify if we are an overall aged staff, but I believe that we are. In the
next five to seven years, not only will Lindy and Judy be gone, but also it is likely that Tom Ozzello, Jim
Butler, Jeff Kellogg and Mark Robertson will also likely be gone. This is a tremendous loss of"institutional
memory" and vital experience. How we deal with this turnover will be important to the continuity of
maintaining effective services in the City.
Enclosed is a recent article from Governing Magazine that outlines this issue that many other governments
also face as "baby boomers" move toward their retirement.
