Dear Mr. Nolde:
As you are aware I am the City Planning Consultant for the City of Oak Park Heights.
As per our meeting Wednesday, October 12, 2011 we agreed to a revised application
materials submittal schedule for the amendment to the Planned Unit Development
(PUD) approvals for the Oak Park Senior Living Phase I project to be located at Nova
Scotia Avenue and 58 Street North. The City deemed your application materials
received on September 20, 2011 and we sent you letters dated September 22, 2011
and September 29, 2011 indicating that the applications were not complete with a list of
the items required by the City to satisfy the application requirements. The additional
materials submitted on October 10, 2011 did not satisfy the application requirements as
specified in the September 22, 2011 and September 29, 2011 letters.
The City will now require all of the application materials specified as follows to be
submitted by October 19, 2011 by 3:00 P.M. Should there be any lacking data, the City
will reject this application in total.
1. Provide detailed floor plans for each of the building units clearly showing all
bedrooms, bathrooms kitchens and living areas. Indicate the number of units
that will provide dens and provide an explanation of how they cannot be
considered or converted to three bedroom units.
2. Provide an open space calculation for the development.
3. Provide a landscape plan for each of the buildings detailing the areas
adjacent to the buildings.
4. Provide fixture cut sheets for each of the exterior light fixtures. Indicate where
each of the fixtures will be mounted on the buildings.

5. Provide a detail of the specifications for each of the building materials tied to
each building.
6. Provide a detail diagram of an extended portico for Building 3.
7. Provide a revised site plan indicating the corrected width for the westerly access
road.
8. Provide a detailed trail plan for the development.
9. Provide a phasing plan with estimation of date of construction and completion of
each of the development buildings and amenities.
At a workshop on October 13, 2011, the Planning Commission discussed the plans for
the Oak Park Senior Living project. They were concerned about the setbacks and
height of the Phase II building, the overall densities of the project and the lack of detail
and architectural variety of the buildings. The Planning Commission asked for the
following:
1. Provide perspective diagrams of the project from 58 Street looking north from
Oakgreen Avenue and just east of Nova Scotia over the pond.
2. Provide another perspective diagram from the mid point of the development on
Nova Scotia looking east.
3. The Planning Commission asked you to consider revising the design of the
buildings to give more variety in style, and to break up the rooflines other than
just the use of dormers. They indicated that the buildings should have a unified
design but more character and variety to define each as individual units in the
development.
We invite you and your representatives to a meeting with City Staff to discuss this
application on October 26, 2011, 10:00 A.M. at City Hall.
If all of the application materials are submitted as requested, the Planning Commission
would consider the application at a meeting scheduled for November 10, 2011 at 7:00
P.M. in the City Hall Council chambers.
All plans and documentation as required by this letter shall be submitted directly to Eric
Johnson, City Administrator by 3:00 P.M. October 19, 2011, in hard copy and CD
format. No email submissions shall be permitted nor will be accepted.
