Widin <kdwidin @comcast.net> Sent: Thursday, November 03, 2011 11:43 AM To: Scott Richards; Eric Johnson; Mark Vierling (E- mail); Betty Caruso; Julie Hultman Subject: Oak Park Senior Living - Review of Landscape Plan and Tree Replacement Scott - I have done an additional review of the landscape plan for the Oak Park Senior Living development and the tree replacement requirement for the PUD as a whole. 1. The comment (2 d), in my review of the landscape plan dated 10/21/11, regarding trees on the west property boundary was answered; however, there are still trees depicted in the landscape plan to be planted over the east boundary of the property into the road r.o.w for Oakgreen Ave.. The simulated image included does not show these trees, but the trail and landscape plans show them( ?). Are trees to be planted in the r.o.w. or not? If not, the depiction of trees in that r.o.w. should be changed on the revised landscape plan to show where these trees will be planted. 2. Plant Material - As I read over my reviews of earlier landscape plans for this PUD, I had raised the same issues with some of the plant material in the earlier plans, such as replacing eastern pin oak with northern pin oak. I recommend that the developer be asked to submit a revised landscape plan for Oak Park Senior Living incorporating the recommended changes of plant material listed in my report of 10/21/11. One additional recommendation is that the Ky. coffee trees, depicted on the west side of the development, not be planted in the narrow medians in the proposed additional parking area since they are a large tree. It would be better to plant smaller ornamental trees, such as serviceberry or thornless cockspur hawthorn, in the narrow parking lot medians. 3. Planting Detail - Please ask the developer to submit a diagrammatic detail of how the trees and shrubs are to be planted. This is a required part of any landscape plan submitted to the city. The city requires deveopment projects and contractors installing plant material to adhere to the approved planting detail. 4. Tree Replacement Requirement - 366 cal. in. of trees planted for replacement are proposed in the landscape plans submitted for the north building (landscaping already in place) and the current proposed phase. Subtracting these replacement cal. in. listed in the two landscape plans, from the calculated tree replacement requirement (4/27/09) for the development of 1,521 cal. in., results in a re- calculated tree replacement requirement of 1,155 in.. Since only 366 in. of replacement trees are proposed to be planted on the development site, there is a "cash in lieu of tree planting" (1,155 cal. in. x $50. /cal. in.) requirement of $57,750. per the OPH Tree Protection Ordinance 1307. Monies are to be paid to the City of OPH by the developer and placed in the OPH Tree Planting Fund. Has this amount been paid by the developer yet?
