Re: Refund Badger State Masonry $500 for Hydrant Meter Deposit
Badger State Masonry, a subcontractor for AutoZone returned the water meter issued for
temporary use. Water usage was approximately 5,000 gallons, which was under the 15,000
gallon minimum the company was billed for each month of use. Badger State Masonry paid a
total of $612.29 for the water meter usage; $500 of that was a deposit to ensure payment for
usage over 15,000 gallons per month.
The City owes Badger State Masonry a refund of the $500 deposit. A check can be issued to
the following:

Conditions for Use of Hydrant:
1. Hydrants will only be used with external valve and backflow prevention device approved for the conditions of
use as specified by Minnesota Health Department Plumbing Codes.
2. The hydrant main valve will only be operated fully open and the water flow regulated by the external valve. The
external valve will be closed prior to opening the hydrant valve and closed prior to closing the hydrant valve.
External valve should be removed from the hydrant after each use or daily if multiple uses are anticipated.
3. When closing a fire hydrant the valve is held closed by the water main line pressure. When properly closed the
valve nut should have free play of 1/8 to 1/2 of a turn. Excessive tightening of the valve will damage the valve
and result in this permit being revoked and damages for repair of the hydrant assessed to the permit holder.
4. External valve is to be locked when not in use or under the direct supervision of the permit holder. Hydrant
wrenches or external valves left unsupervised and unsecured will be removed from the hydrant and the permit
revoked. Permit must remain on site and be available for review.
5. Tank filling will utilize air gap devices as specified by the Minnesota Department of Health Plumbing Codes.
6. Report any hydrant problems to the Public Works ink
7. Permit holders measuring use by numbers of loads will report the number and size of loads to Public
Works on a weekly basis. Metered users shall verify operations weekly.
8. This permit is valid for the duration and hydrant location specified.
9. Permit holder is liable for damage to meter, fitting and hydrant if improperly used or damaged
