F . 11 Nov - 3 Thomas Melena Administrator 14168 N. 57th Street Oak Park Heights Minnesota 55082 Dear Tom: You and I have talked on occastion about the public nuisance created by Stillwater Motors and its refusal to modify its public address system despite both written and verbal requests. We understand that the issue of a conditional use permit to allow expanded business activity by Stillwater Motors will be heard by the Oak Park Heights Planning Commission on November 10th and by the City Council on November 23rd. Since we will be unable to attend those meetings we ask that you read the following letter into the record at both meetings: Dear members of the Planning Commission and City Council: Stillwater Motors is coming before you requesting a conditional use permit to allow expanded business activity at its Kern Center location. We want to make you aware, if you are not already, of a public nuisance created by Stillwater Motors and its response to our requests for address. Stillwater Motors maintains an outdoor public announcement system for contacting its salespeople. The announcements are loud and constant. We live approximately one mile from that business and are inundated by announcements which we can understand clearly. The noise pollution goes far beyond our home. We were finally able to determine the source of the noise, originally believing the it was emanating from Stillwater Area High School. However, we learned from Ken Petersen, former Assistant Superintendant of Schools, that the school district was not the source and that the school itself was disturbed by the noise and wanted to locate the source. We called and later wrote to Stillwater Motors but received no response from it. A later telephone call to the general manager elicited the comment that Stillwater Motors planned to do nothing to alleviate the problem. Noise pollution is an enemy to to the peace and serenity that we all seek. In this case it is totally unnecessary since so many inexpensive and effective alternatives exist to meet Stillwater Motors' needs while protecting the noise environment of our community. We urge you to grant Stillwater Motors' request contingent upon its substituting a quiet method of contacting its salespeople for the present loud and invasive one. Thank you for your consideration.
