CITY COUNCIL MEETING MINUTES
Call to Order /Pledge of Allegiance /Approval of Agenda:
The meeting was called to order at 7:10 p.m. by Mayor Beaudet. Present:
Councilmembers Abrahamson, McComber, Swenson, and Runk. Staff present:
City Administrator Johnson, City Attorney Vierling, City Engineer Long, City
Planner Richards, and Public Works Director Kegley. Absent: None
Mayor Beaudet added "Acceptance of Donation to Police Department" as
Consent Agenda Item F and "Access Agreement to BCA Criminal Data
Communications Network" as New Business Item E.
Councilmember McComber, seconded by Councilmember Swenson, moved to
approve the Agenda as amended. Carried 5 -0.
II. Department /Council Liaison Reports:
A. Planning Commission: City Planner Richards reported that the last
meeting of the Planning Commission was on November 18, and the
commission discussed the Oakgreen Commons request and the Energy
Efficiency and Conservation Grant. He noted both items were on the City
• Council Agenda for that evening.
Richards reported that the next meeting was set for December 16, 2010 at
7:00 p.m.
B. Parks Commission: Councilmember McComber reported that the next
meeting was set for December 20 at 7:00 p.m. and that the November
worksession was postponed to December.
C. Water Management Organizations /Middle St. Croix: Mayor Beaudet
reported that the next meeting was scheduled for December 16, 2010 at
7:00 p.m. at the Washington Conservation District Office.
D. Other Liaison/Staff Reports: Councilmember Swenson reported that Santa
would be coming to the area at approximately 9:15 to 10:30 a.m. on
Saturday, November 27. He requested that residents contact City Hall if
they would be unable to go out and wanted a personal visit from Santa on
that date.
City Attorney Vierling reported that the City Council held a closed
worksession prior to that evening's meeting to review two matters of

litigation. He reported that the cases were reviewed and the City Council
provided direction. Vierling stated that no further action was taken.
Councilmember McComber reported that the next meeting of the Beyond
the Yellow Ribbon Communities group was set for December 9, 2010 at
5:30 p.m. at the Oak Park Heights City Hall.
III. Visitors/Public Comment:
Recycling Award: Administrative Secretary Pinski reported that Chris Short of
6218 Peabody Avenue North was chosen as the recycling award winner.
IV. Consent Agenda:
A. Approve Bills & Investments
B. Approve City Council Minutes — November 9, 2010
C. Approve Tobacco License for Northern Tier Retail LLC dba
SuperAmerica 4549
D. Approve Fiscal Year 2010 Budgets for Central St. Croix Valley Joint
Cable Commission and Valley Access Channels
E. Recommend Appointment of Councilmember Mark Swenson to the
Washington County Public Health Emergency Preparedness Advisory
Committee (PHEPAC)
10 F. Acceptance of Donation to Police Department
Councilmember McComber, seconded by Councilmember Runk, moved to
approve the Consent agenda. Roll call vote taken. Carried 5 -0.
V. Public Hearings: None
VI. Old Business:
A. City Hall Facility: Nothing to report.
VII. New Business:
A. Appoint Mr. Court Melin to City Park Commission: Councilmember
Runk, seconded by Councilmember McComber, moved to approint Court
Melin to the Parks Commission. Carried 5 -0.
B. EECBG — City Council Review of Comprehensive Plan Amendment
Changes and Proposed Ordinance Language: City Planner Richards
reviewed the Comprehensive Plan updates and Ordinance and made
recommendations for amendments.

Councilmember McComber, seconded by Councilmember Runk, moved
• to approve the Resolution for the Comprehensive Plan amendments. Roll
call vote taken. Carried 5 -0.
Councilmember Runk, seconded by Councilmember McComber, moved
to approve the Ordinance amendments. Carried 5 -0.
C. Oakgreen Commons — Planned Unit Development — Patio Area: City
Planner Richards reported that Tim Nolde had made an application for a
PUD for a change of use as it relates to a patio area at the northeast corner
of the Oakgreen Commons building. Richards reviewed his planning
memo that was included in the packet for that evening's meeting.
Councilmember Abrahamson, seconded by Councilmember McComber,
moved to approve the Resolution. Roll call vote taken. Carried 5 -0.
D. Wellhead Protection: Accept Grant & 2012 Plan Update: Councilmember
McComber, seconded by Councilmember Swenson, moved to accept the
grant and enter into an agreement with the Department of Health. Carried
5 -0.
City Engineer Long provided a report on the history of the wellhead
protection plan requirement.
Mayor Beaudet reported that the City Council would be approving the
City Budget at its December 14, 2010 City Council meeting and could
discuss the budget for the plan update at that meeting.
E. Access Agreement to BCA Criminal Data Communications Network:
Councilmember Abrahamson, seconded by Councilmember McComber,
moved to approve the Resolution. Roll call vote taken. Carried 5 -0.
VIII. Closed Session:
A. Labor Negotiations: City Attorney Vierling reported that the City Council
would go into closed session pursuant to Minnesota Statutes Section 13.d.
and that the closed session would be tape recorded as required.
The City Council went into closed session at 7:40 p.m. and reconvened the
regular meeting at 8:21 p.m.
City Attorney Vierling reported that the council received updates on union
negotiations, and the council provided direction to continue negotiations.
No motions were taken.
