U. 11: Concept Plan Oak Park Station Oak Park Heights, MN For Jerden, LLC Oak Park Station At this point in time Goldridge Group Minnesota is currently marketing Oak Park Station as a mixed use development, to be more specific "community service, retail, office and automobile dealership ". The intent of our application for a P.U.I. concept plan with preliminary plotting is to provide the future tenants of Oak Park Station with as much design flexibility as possible. We feel the final phases of Oak Park Station will result in a more user friendly development for the consumer. P.U.D. Request Goldridge Group Minnesota is proposing to subdivide Lot 1, Block 2 Kern Center and lots 5, 6 & 7 Block 1 Kern Center 2nd Addition into 7 lots and 2 out lots. One outlot will be used for a private road to serve the new lots, the other outlot will be used to expand the pond area. The purpose of the subdivision is to allow more flexibility in site design and increase the number of end users. The lots range in size from 037 acres to 3.21 acres. The private road will also contain the sanitary sewer and water main to serve the new lots. The private road will have curb and gutter to allow a more formal landscape area between the road and the buildings and parking. The project will be implemented in phases with the first phase being S & C Bank on Lot 1 Block 2, which is a 1.07 acre site. Sanitary sewer and water main will be extended to the site and drainage will flow to the existing pond area. It is our understanding that the pond area south of our proposed subdivision was sized to serve the water quality and rate control needs of our site based on an impervious factor of 65 percent. It is proposed to increase the capacity of the pond to allow the percent of impervious area to approach the 80 percent allowed by the zoning code. The pond was designed to have an outlet elevation of 928.6 and a 100 year flood elevation of 935. The estimated runoff increase from the 13.921 acre project caused by increasing the impervious surface from 65 % to 80% is 1.03 acre -feet for the 100 year -24 hour event and 1.25 acre -feet for the 100 year -10 day snowmelt event. The proposed grading plan increases the pond volume by 1.527 acre -feet below the 935.0 elevation.
