Box 2007 Oak Park Heights, MN 55082 Memo To: Eric Johnson, City Administrator From: Julie Hultman, Planning & Code Enfor e t Date: August 13, 2008 Re: 14798 56 St. N. - Property Site Visit At your request, I visited the above - referenced property the afternoon of August 12, 2008. At the time of my visit I spoke with the current tenants of the rental property as well as the neighbors to the East. The current tenants advised me that they had just been moving in over the past month, while the neighbors also mentioned that they were just moving back (having had rented the home before). The neighbors wanted it known that they have had no problem with the tenants now or during their previous rental period. I took a number of photos to document the site at the time of my visit. The garage is fairly full of boxes and household type items and there are a number of boxes to the side of the garage, likely part of the moving process. The tenant let me know that he and his wife put in the plants up front to spruce the place up. Beginning at the west side of the garage, along with the garbage can and boxes, there is an ATV not placed upon a parking pad, a tree stand attached to a tree, a collapsible building (ice shack ?) that has written information on such as that for a tag sale and some children's bicycles. At this side of the house there begins a run of above - ground cable that extends around the rear of the house, along its east side and to the front yard service box in the Eastern neighbors front yard. According to the neighbor this cable has been in place for approx. a couple of months. The house is wooden and in a number of places the wood feels spongy when pushed. It has been repainted at some point and currently has many spots of paint peel and what looks like wet wood. This can be seen by the darker spots in the photos. The front yard grass area looks a bit rough and could use a raking and some seeding. The front step is wrapped in outdoor carpet and is either stained or wet (it did rain earlier in the day). There is some damage at the roof rim above the garage door at the front side at the storage shed side of the garage. w • City of Oak Park Heights 14168 Oak Park Blvd. N. — P.O. Paint is flaking at the window on the storage area, erosion has occurred at the concrete slab of it, the roof rim is lacking most of its paint and appears wet and /or rotted. The rear yard deck looks as though it could use some attention to its overall condition. I did not go upon it. There is retaining wall at the rear yard. At one time it appears there was once some landscaping or something at the sloped area of the rear yard as there are wooden steps built into the side with the wooden retaining wall. The steps and the wall are both in poor shape by appearance. I would be concerned with its stability. When speaking with the neighbor, they informed me that they too had a retaining wall at their rear yard. There has been some large equipment in the yard and beginning at the eastern side of the home the yard has been scraped to the back along with a good portion of the rear yard. Trees and grass appear to have been pushed over the rear yard edge and down the slope. It is very mucky at this area. You can observe tree roots, mud, and debris over the side as well as tree branches broken or cut at the eastern rear portion of the yard. There is a fence section at the eastern rear side of the yard with a setback between this section and the neighbor's fence. Both are chain link. In the center an abundance of vegetation has grow, including some grape vines that have grown over the neighbor's fence (which they stated were not theirs or planted by them) and have died since the excavation at the yard. There are two egress windows installed at the eastern side of the house. As you can see by the pictures the foundation covering has not been reinstalled at these areas. The covering is visibly damaged in several areas, including the northern corner at the east side (shown in photo). Lastly, at the rear there is one section of gutter that remains from what appears to have been a run along the rear of the home. You can see some of the brackets where it was. What you can see in the photo is what there is.
