RE: Composting and Rear Yard Maintenance.
Dear Ms. Barkley:
The City of Oak Park Heights has received a compliant regarding the condition of your
rear yard, explicitly the northeasterly area (abutting the chain -link fence) where you are
utilizing for the area storage of brush and /or the accumulation of other plastic debris.
While composting is a permissible activity; it must be a small site that is entirely
surrounded by a solid wood fence and must be managed on a regular basis for compost
wherein the material is 'turned' and non- compostable materials are removed, such as
large sticks, Togs and other materials. Essentially leaves, small twigs and some lawn -
clippings qualify for composting.
City Ordinance classifies that piles of braches, sticks and other materials, such as at your
site does not meet these composting criteria and is a violation of 1109.03 as below. In
addition it is not surrounded entirely by a solid fence.
1109.03 Public Nuisances Affecting Health, Safety, Comfort or Repose.
The following are hereby declared to be public nuisances affecting health, safety, comfort,
or repose:
1. An accumulation of tin cans, bottles, or trash or debris of any nature or description:
and the throwing, dumping or disposing of any dead animals, manure, garbage,
waste, decaying matter, ground, sand, stones, ashes, rubbish, tin cans, or other
material or debris of any kind on private property;
In order to rectify this situation, the City asks that within the next 15 days, you remove this
material (pile of branches, sticks, Togs, etc and any other unnecessary debris or items
gathered in this vicinity) from your property. Keep in mind that your monthly City utility bill
already includes an ability to for you to places leaves, branches and other sticks out for
collection at no additional charge and at no limit.
If you wish to continue composting at your property, please note the above items that
are suitable for composting given constant maintenance and the installation of a solid
word fence so as to contain the material and to screen the materials from the abutting
property owners.
