Mana Gordon stated that this pro would fit into the Education section of our Second Generation
Plan. Mr. Weaver stated that this is a uni and awesome experience for the hi school students.
Mana er Kilbercr asked that the BCWD look at the overall issues and look at all of the needs to discern
the best wa to use our education dollars. Mana Leiser would like to form a sub advisor
committee and look for fundin in several areas. He would like to create a lon - terra project
coincident with the terra of the Second. Generation Plan. Melissa stated that the Met Council support
would be complete as of December 31, 2001. Mana Kilber su that the BCWD talk to Mark

Holstein and Senator Krentz about permanent fundin for this pro Mana Gordon made a

motion to establish a project in 2002 which would enable us to implement our education and outreach
pro and determine the best wa to evaluate and assess those that miorht take advanta of them

a) Permit Review - Update
Oak Park Station - Camilla Correll reported that the Oak Park Station developers are incorporatin all
o the re from Valle Creek, BCWD and Oak Park Hei into their plans and the revised
plans will be submitted at the next meetin for permit approval.
The BCWD discussed the various draina issues within the Cit of Oak Park Hei ( that drains to
Brown's Creek) and specificall draina and permittin issues within the Kern Center. Mark
su that he meet with Ma David Beaudet to talk about draina issues. Chuck Holtman
stated that it would be difficult for the BCWD to use permittin as a tool to g et Oak Park Hei to
compl with BCWD rules if the proper are located outside of the BCWD boundaries. It was
su that the BCWD g et an a from Valle Branch Watershed to jointl address this
issue. Mark stated that part of the problem is that others, i.e., the Cit or VBWD, have made incorrect
statements as to whether a propert is in Brown's Creek and would re a permit. Mark reiterated
that the BCWD must determine if a project re a pen-nit. Chuck concurred that the BCWD must
make this decision. Mana Leiser would like to see what direction the Cit of Oak Park Hei is
g oin g to take on this issue.

Pat Conrad showed a drawin with proposed roads to protect the fens. EOR has been in contact with
their en and th are plannin soil borin at this time. Mana Leiser asked if an other board
member could attend the Grant Council meetin next week. Mana Gordon ma be able to attend.
