HomeMy WebLinkAbout2011-12-13 CC Meeting Minutes Excerpt City Council Meeting Minutes • December 13, 2011 Page 3 of 6 Oak Park Heights -- Oak Park Senior Living Phase 1 -- Planned Unit • Development Amendment: City Planner Richards reported that a new plan was submitted by the applicant. He reported the plan pulled the building back 20 feet, has approximately eight fewer units, reduced surface parking by two spaces, and increased the underground parking by one unit. Mayor Beaudet stated that he was not comfortable with the density under the current plan. "Todd Erickson, representative of the developer,. came forward and stated that the density was within the rules of one unit per 1,000 square foot area. Tim Nolde, developer for the project, came forward and stated the increase in density was senior density. Mayor Beaudet moved to amend the comprehensive plan by Resolution to rezone from medium to high density with the maximum number of units set at 262. Motion failed per lack of a second. • Councilmember McComber suggested that the developer take Phase 11 to two levels. City Planner Richards stated that would reduce density by 25 units. Councilmember Runk stated he would be comfortable with Councilmember McComber's suggestion. Councilmember Runk, seconded by Councilmember McComber, moved to amend by Resolution the comprehensive plan to move from medium density to high density. Councilmember Abrahamson stated that it would be needed because no development would occur in that area at 22 maximum units. Starr Frost of 5555 Novak Avenue North came forward and stated that aesthetics of density was an issue. She read comments she received via e- mail from Steve and Laura Palmer, Glenda Houle, and Jeanne Crea who opposed the high density in that area. Steve Frost of 5555 Novak Avenue North came forward and questioned what the benefit of the development would be to the community. Tim Nolde responded that the benefit was affordable senior housing that would be regulated. Jim Krember of 5475 Oakgreen Place North came forward and stated that he was concerned with the exponential change in the current plan from the Page 8 of 32 City Council Meeting Minutes December 13, 2011 Page4of6 one that was initially approved. He also requested that residents on Oakgreen Place be included on any public hearing notices. Amy Brown of 13898 56 Street North came forward and stated she did not feel that the public hearing notices were worded clearly, that some seniors were very active so there would still be high traffic in that area, and questioned why the City Council could not stay with the current approved plan. Greg Hartman of 5479 Oakgreen Place North came forward and stated he was not opposed to the high density. On the motion, roll call vote taken. Carried 4 -1, Beaudet opposed. Councilmember Swenson, seconded by Councilmember McComber, moved to send back to the Planning Commission for review and Public Hearing. Staff to send notice to those within 1,000 feet. Motion to amend to have developer eliminate the third story on Phase II and scale back total density to 275 -291 units. Carried 5 -0. Main motion carried 5 -0. D. Oak Park Heights — Oak Park Senior Living Phase II — Planned Unit Development Amendment: Councilmember Swenson, seconded by Councilmember Abrahamson, moved to send back to the Planning Commission for review and Public Hearing as with Phase I. Carried 5 -0. VII. New Business: A. Resolution Approving the 2012 Budget: Councilmember McComber, seconded by Councilmember Runk, moved the budget without the utility included. Roll call vote taken. Carried 4 -1, Beaudet opposed. B. Resolution Approving the 2012 Tax Levy: Councilmember McComber, seconded by Councilmember Swenson, moved to approve the levy not including the utility. Councilmember Abrahamson read a letter submitted by St. Croix Villas Association. Abrahamson reported that a utility rebate for condo owners could be done from the general fund. Finance Director Caruso provided an explanation of the proposed rebate program. Steve Wahlquist, Summit Park Condo Association, questioned whether the City could increase the minimum usage on the water billing tier to Page 9 of 32
