Re: Grand Grill & Pizzeria @ 14587 60 St. N., Oak Park Heights, MN
Open & Outdoor Storage, Vehicle Parking, and Special Event Signage
Dear Mr. Anderson:
I am writing to bring to your attention several City Ordinances that affect aspects of business
operations within the City and the B -2, General Business District, where the Grand Grill &
Pizzeria business operation is situated. For your convenience, copies of all ordinances and
documents mentioned within this letter have been enclosed for your review and use.
City Ordinance 401.15.G.8 regulates special event signage (i.e. banners). All Special event
signage requires a permit issued by the City. There is no fee for this permit; however placing
temporary signage without obtaining a permit is a violation of the City's Ordinance
requirements, which may be subject to misdemeanor penalties. You may view the sign
ordinance and the special event information and obtain additional copies of the special event
permit application by visiting the City's web site at www.citvofoakparkheights.com. Permits
may be delivered, faxed or emailed to my attention.
Open and outdoor storage is considered an accessory use to primary business operations
within the B -2, General Business District. Such accessory uses are permitted by conditional
use permit, as per City Ordinance 401.30.E.5. This includes the storage of vehicles and
equipment on site.
Vehicle parking at the site is to be for employee and customer parking only. At no time shall
any (operable) vehicle be parked for a continuous period of time longer than 24 hours in any
privately owned parking lot or area, except that for good cause shown as per City Ordinance
1116.02.B. All vehicles or similar equipment situated within the exterior parking areas, legally
required to be licensed, shall display current licensure and tabs.

Lastly, City Ordinances 1301.01 and 1301.5 direct that vehicles being serviced or considered
non - operable, partially dismantled or junked and /or being used for parts may not remain on
the site for more than 72 hours unless they are within an enclosed building.
As of today, several vehicles have been observed parked at the site in excess of 24 hours,
including a 1984 Ford Truck and a 2001 GMC Van with expired registration.
With this letter you are requested to take inventory of the business site and to take the steps
necessary to ensure its compliance with City of Oak Park Heights Ordinances, including but
not limited to:
1. Ensuring that no vehicle, equipment or other items are stored outside the business
site. If you find that open and outdoor storage is needed at your site, you will
need to apply for and receive a Conditional Use Permit for the same prior to any
storage occurring.
2. Remove vehicles with expired registration from the site or update their
registration and display the same so that they show current registration status. As
note above, operable, currently registered vehicles may not remain parked on the
site for a continuous period of time longer than 24 hours.
Compliance to the above requests, including removal of vehicles with expired registration,
i
shall be met no later than .February 13, 2009 after which time a site visit will be made to verify
compliance status.
I appreciate your prompt attention and ask that you contact me with any questions you may
have regarding the requests contained herein.
Sincerely,
J ' A. Hultman
