On February 20, 1992, a petroleum tank release was reported to the MPCA. Since then, the following corrective actions have been taken in response to the release: - Three underground storage tanks (1,000, 1,000, and 560 gallon) previously containing #2 fuel oil were removed. - Approximately 20 cubic yards of petroleum contaminated soil was removed and thermally treated at C.S. McCrossan in Maple Grove. - Vapor headspace and laboratory analyses of soil samples from two sidewalls (north and east) and the bottom of the excavation showed all significant petroleum contamination has been removed from those areas. Excavation work was restricted on the south and west sidewalls due to the location of the foundation of the apartment building. Vapor headspace reading as high as 82 parts per million were recorded in this area. Based on available data, the isolated areas of petroleum impacted soils remaining on -site do not pose a threat to public health or the environment. Based on the currently available information, we concur with the conclusions of Concept Environmental Services, Inc., that these actions have adequately addressed the petroleum tank release. Therefore, MPCA staff does not intend to require any more investigation or cleanup work in response to this release. However, the MPCA reserves the right to reopen this file and require additional work if in the future more work is determined to be necessary, and this - letter does not release any party from liability for this contamination. 520 Lafayette Rd.; St. Paul, MN 55155 -3898; (612) 296 -6300; Regional Offices: Duluth • Brainerd • Detroit Lakes • Marshall • Rochester w Mr. Bob Grieling Page 2 June 17, 1992 Because you performed the requested work, the state may reimburse you for a major portion of your costs.
