SITE PLAN AND DESIGN GUIDELINES PERMIT: As requested by the applicant the building is proposed to be remodeled to include the addition of a tower architectural feature at the front entrance, new awnings, signage and lighting, and an update to the interior. City granted the permit subject to the following conditions: 1. All lighting fixtures shall be full cut off and installed in compliance with the lighting standards of the Zoning Ordinance. All visible interior lighting shall also be full cut off. The lighting specifications shall be subject to review and approval of the City Planner at the time of permitting. 2. The outdoor lighting shall be turned off one hour after closing, except for approved security lighting. 3. The City Council resolved that the freestanding pylon sign be retained as is or if the sign structure or T I signage be changed, then the sign be constructed as a monument and be brought into be brought into conformance with current sign standards of a 20 foot height and a maximum of 100 square feet of signage. 4. The City Council was favorable to allowing the light wash of the awnings with LED fixtures. 5. The sign specifications and methods of illumination shall be subject to review and approval of the City Planner at the time of permitting. 6. Mechanical equipment that is located on the roof and visible from street level or from neighborhood properties shall be screened with materials that blend harmoniously with the building facade materials. 7. The City Council was favorable to the sustainability initiatives discussed by the applicant for the project. 8. The City Council was favorable to the building material selection and colors. A materials board was approved by the City Council. 9. The City Council intends to construct an eight foot bituminous trail on the south side of 60 Street North adjacent to Applebee's. Applebee's agrees to a special assessment for this improvement and does hereby waive all rights they have by Minnesota State Statutes 429.081 or otherwise challenge the amount or validity of the assessments or procedures used by the City in levying the assessments. 10. The applicant shall provide a plan with a location of the trail and a trail easement, subject to review and approval of the City Engineer and City Attorney. 11. A bike rack shall be added at the front entrance of the building. III. Reference Attachment: The reports of the City Planner and Resolution approved by the City Council are annexed hereto by reference. IV. Abandonment: This permit requires continuous use in order to preserve the permit granted by the City under the terms hereof. Any discontinuation or abandonment of the uses permitted hereunder upon the site for a period of 12 continuous months shall constitute abandonment and void the permit. V. Applebee's will not be changing the footprint of the building or the site. The exterior appearance will be upgraded with a tower feature on the northeast corner of the building. New signs and awnings will be installed. No changes will be made to the screening for the mechanical equipment. We will construct a. box on the roof, in the northeast comer of the building, to create a tower. A stone veneer is applied to this area to complete the new entrance. The sign vendor will install a standing seam roof cap to the top of the newly created entrance. New signs, awnings and exterior light sconces will be installed on the building. The parapet cap will be painted Applebee's colonial red and the exterior wooded doors will be painted Urbane Bronze. The interior renovation will include replacing the wall vinyl, carpet, booths and chairs. We will freshen up the wood work by sanding and applying new polyurethane. The old light fixtures will be removed and replaced with new fixtures, but no new circuits or lights are added. We will not change the number of seats in the restaurant." ISSUES ANALYSIS Comprehensive Plan. The property is designated as Commercial on the Proposed Land Use Map. The Applebee's is consistent with this land use designation. Zoning. The property is zoned B-4 Limited Business District. Restaurants are a permitted use in this District. Parking. The number of seats will not be increasing with the proposed remodel. When constructed, the restaurant was constructed with the required amount of parking. No change to the parking lot or number of parking stalls is proposed. 2 • Grading /Drainage /Utilities. There is no change to the site plan, thus the grading, drainage and utilities remain as is. Landscaping. There will be no change to the landscaping for this site. Mechanical Screening. There will be no changes to the mechanical screening with the remodel and addition of the tower feature. Lighting Plans. Fixtures. The existing parking lot lights will not be changed. The gooseneck fixtures over the windows will be removed but the fixtures between the windows will remain. The remodel will include LED architectural lighting below the tower roof, within the eyebrow awnings above the two entrances, and on the awnings. As indicated in the plans, not all of the fixtures in the roof and awnings will be full cut off. The applicant has indicated that the lights will be installed in such a way as they are shielded and will be full cut off. Photometrics. The lighting plan as approved with the initial construction was in compliance with zoning requirements for lighting intensity. The Tight intensity is required to be less than one foot candle at the centerline of adjacent streets and 0.4 foot candles at the property line. The architectural lighting proposed with the remodel will not change that light intensity. Hours. Outdoor lighting for parking lots shall be turned off one hour after closing, except for approved security lighting. Signage. Freestanding Signage. The existing freestanding sign will remain but the signage on the pylon will be updated. The proposed pylon signs will be a total of approximately 168 square feet. Since the freestanding sign was installed, the signage requirements have changed. Pylon signs are permitted to be 20 feet in height and contain a total of 100 square feet of signage. The existing sign is 44.3 feet and has approximately 191 square feet of signage. The Design Guidelines indicate that ground or monument signs are encouraged over pylon signs. As part of the Design Review process, the City can require that the freestanding sign be brought into conformance. The Planning Commission should discuss whether this sign should be lowered to 20 feet and the signage is limited to 100 square feet. Wall Signage. The Zoning Ordinance allows for a total of two wall signs, each on separate facades. The current proposal provides for a replacement of the Applebee's logo on the two facade wall signs. That portion of the sign that reads "Neighborhood Bar and Grill" would remain. The overall amount of wall signage will decrease slightly with this change. The "Curbside to Go" wall sign was previously allowed by variance and would remain. 3 1 Above each of the two primary entrances, a "Welcome Back" sign is proposed. The signage does not contain a logo or the Applebee's name. They would be considered as informational and not count as an advertising sign. Sign Illumination. All of the proposed signs will be internally lit and in compliance with the sign requirements for illumination. Design Guidelines Sustainable Guidelines. City staff has questioned the applicant on how the project has been designed to achieve at least a certain degree of sustainability. The applicant will need to discuss the plans with the Planning Commission and indicate if these issues have been addressed. • Architectural Guidelines. Facade Treatments The building was originally constructed with a definite base, middle and top. The proposed tower feature at the northeast corner of the building will add to the architectural interest and appearance of the facades. Ground Level Expression This is a one story building with a proposed tower feature at the northeast corner. The main entrances will be well defined with the awning and signage. Awnings As indicated, there are eyebrow awnings proposed above the main entrances. The cloth awnings over the windows will be replaced a painted metal awning structure. The awnings will be washed with light by the use of LED fixtures mounted in the structure. The Planning Commission should comment on the use of this architectural lighting feature. Transparency The building uses glass on all of the primary facades visible from Highway 36. The transparency percentages will not significantly change from the current building. Entries The building features a prominent entry. Roof Design The rooflines are broken by a raised parapet and the proposed tower feature. The rooftop mechanical equipment is screened. 4 Building Materials and Colors The applicant has provided color elevations and a paint chip of the color used for the exterior doors and another for the awnings and the metal roof on the tower. Building material samples will be available at the Planning Commission meeting. Franchise Architecture The building design and material selection will be consistent with the Cities design goals. Site Design Guidelines Building Placement No change to current site. Parking Areas No change to current site. Stormwater No change to current site. Pedestrian and Common Space The Comprehensive Park and Trail Plan includes a trail location along the south side of 60 Street. There are no trail connections on either side of this property at this time. The applicant shall develop a plan for the trail location, provide the City a trail easement and agree to build the trail at a later date when required by the City. The plans should also include a connection from a future trail to the front entrance of the building. Landscaping No change to current site. Trees /Shrubs No change to current site. Utilites/ Service /Loading /Drive - Through /Storage Areas No change to current site. Lighting Addressed elsewhere in the planning report. Signaae Addressed elsewhere in the planning report. 5 Pedestrian/ Bicycle Routes A bike rack should be added near the front entrance of the building. CONCLUSION / RECOMMENDATION Upon review of the requests for site plan and Design Guidelines review, City Staff would recommend the project with the conditions as follows: 1. All lighting fixtures shall be full cut off and installed in compliance with the lighting standards of the Zoning Ordinance. All visible interior lighting shall also be full cut off. The lighting specifications shall be subject to review and approval of the City Planner at the time of permitting. 2.
