Subject: Oakgreen Commons/Carriage House Cooperative Tree Removal/Preservation & Landscape
Plan
DPH Staff '
|have reviewed the recen p su bmittal fo th Oakg reen Com mon s/Ca rr i a g e project. Plans are
dated 3/5/09 and 3/11/09, respectivel I previousl reviewed tree removal and landscape plans for Carria House
Cooperative on Oct. 242uuu (plans dated lml5/u8) . The comments | have regarding the tree removal, preservation and
landscape plans are osfollows:
1. *Landscape Plan for Ca House Cooperative* -Has the landscape plan for House Cooperative changed
since 10/15/08? The tree removal plans for the combined project aredUfanentthonUle tree removal plans of10/15/08, so
| assume there may also have been changes in the landscape plan. Please refer tomy comments ofmy plan review
dated 1O/23/O8 regarding the original plan. It would have been helpful ifthe developer had submitted the landscape plan
for Carriage House Cooperative with this plan submittal for the combined project.
2. *Tree Inventory and Removal -*The tree removal plans for the combined pro ject (3/11/09) differ from the tree removal
plans submitted
1015/08 for Carriage House Cooperative. My comments will refer hothe
3/11/09 plans.
a. Trees identified tobe saved or removed on the map and the tree summary are not the same in some cases. Also,
some trees shown on the map do not appear in the tree summary. Please check and have tree summary and map
conform ho each other.
b. All trees should be identified tospecies. Some species (per DPH Tree Prot. Drd.) are not considered significant
trees and are not included in calculations of either removal or preservation.
o. Condition should be included for all trees. |f condition io verified hobe"poor'or"dead". these trees will not be
included in calculations for either removal or preservation.

for the project.
e. I will verify tree species, size and condition in the field when plans are submitted for General Plan review.
f. Tree protection for trees to be preserved should be per "OPH Tree Protection Guidelines" ' available from DPH City
2. *Grading Plan Tree Preservation: *The Grading Plan, sheet C3.1. shows, in the 8VV corner of the project that some
trees indicated to be preserved are on the development side of the silt fencing, or have silt fencing running through them,
and one tree is actually shown in the grading area. All trees tobe preserved must beon the opposite side of the silt
fencing from the development, or have tree protection fencing erected around them. Fencing should ba outside the
branch spread, or at least 10 ft. from the trunk, in order to reasonably protect the tree.
Trees within the grading area cannot bepreserved.
3. *Landscape Plan Dakoreen Commons: °
a. Plant List please provide o plant list which only contains the trees and shrubs which are actually inthe plan and to

3. large shade trees, such as honeyioouat. Ky.
ooffeetree and red maple should not be planted in amm@|| medians or very close to sidewalks and curbing. A small stature

tree lilac, would be better suited to locations where root s will be restricted.
f. Planting and Tree Protection Detail: please add "remove top rungs of any wire basket from root ball of B &B stock
before planting hole is backfilled" to the planting detail of deciduous and evergreen trees. Tree Protection Detail is
acceptable. Planting method and tree protection will be inspected after installation, and anything which does not adhere to
the accepted plan detail will have to be re -done.
4. `Tree Replacement Requirement - *At time of general plan submittal, please provide totals for "diameter inches of trees
to be removed ", "diameter inches of trees to be preserved" and calculated "replacement diameter inches ". These totals
