King Ash Transfer Facility
2011 Facility Summary Report
STORAGE CAPACITY:
Waste Type: The permit for this facility approves the storage for transfer of up to 500 tons of
SDA fly ash, slag, ash contaminated soils,and vactor truck waste from King Plant.
QUANTITY OF WASTE HAULED:
Solid Waste Managed in 2011: Approximately 3,362 tons
EVALUATION REPORTS
Item A. - Evaluation of In -house Training:
In accordance with Minnesota Rules 7048.0200 "the Minnesota Pollution Control Agency shall require
operators and inspectors of waste disposal facilities to obtain a certificate of competency from the
agency ". The King Ash Transfer Facility is a transfer facility, and is not currently required by rule or
permit, to have certified operators. Xcel Energy has hired Metropolitan Gravel Co., Inc. to transfer the
ash from the King Ash Transfer Facility into vehicles transporting the ash for final disposal. As listed in
the MPCA form they are certified operators.
Summary of Operator Training
All of the operators listed above will be attending re- certification classes, prior to the expiration of their
operating license. The number of certified operators at this facility meets the requirements of Minnesota
Rules pt 7048.0500 subp 1. Attached is a list of in house training classes provided to Metro Gravel staff.
The safety coordinator for Metro Gravel provides the training via videotape presentations to new
employees. Additionally existing staff may be require to view new safety training tapes as they become
available. This training is adequate for the operators to maintain safe operating practices.
Item B. - Summary of Emergency or Corrective Actions:
The facility operations and management was completed in compliance with all applicable rules and
regulations. The emergency procedures were reviewed, and they are still appropriate for the facility.
Item C. - Other Information Required By Permit/Enforcement Document/CAP Grant Agreement:
No additional information is required by the facility's permit.
Item D. - Amendments to Closure, Postclosure, Emergency and Contingency Action Plans:
After review of the existing plans Xcel Energy staff decided that the current plans are adequate for the
facility.
Item E. - Updated Cost Estimates:
Xcel Energy is not required to provide financial assurance for this facility.
Item F. - Evaluation of the Adequacy of the Facility's Solid Waste Management Plan:
This facility is utilized exclusively by Xcel Energy for the temporary storage and transfer of industrial
solid waste generated by Xcel Energy. Xcel Energy by permit is restricted from accepting industrial solid
wastes not generated by Xcel Energy. This item does not apply to the King Ash Transfer Facility.
