Subject: Rainbow Foods Fuel Station, DDD LLC, and Sprint PCS Tower
Scott/Kris:
I've had a chance to review these plans, and offer the following comments:
Rainbow Foods Fuel Station
In relation to Item Numbers 5., 8. and 11. under Analysis Conditional Use
Permit of Scott's 4/5/01 Planning Report (corresponding to Item Numbers 1.,
7. and 2., respectively, under Conclusion /Recommendation):
5. Drainage - I spoke with Leon Opatz of RLK Kuusisto, and he indicated
that they will be installing their own storm water catch basin with a
hazardous material trap prior to tying into the existing storm sewer. They
will be reshaping the site to drain to this new catch basin. We do
recommend modifying the existing outlet structure for the Pond south of this
site adjacent to 58th Street, to prevent direct access of potential fuel
spillages into the City's storm sewer system. RLK can design their own type
of skimmer structure for our review, or we can provide them with several
alternatives.
8. Fuel Pumps - We will review these details when they are made
available.
11. Vehicle Access - The vehicle access /modifications are acceptable as
proposed. Traffic flow to /from the parking lot aisle directly east of the
proposed station will obviously be altered, but the effect should be fairly
insignificant. We do recommend installing yellow marking lines along the
north and south edges of where the existing bituminous will be joined (i.e.,
lines go in east -west direction along the center of the parking lot aisles),
to delineate the fuel station area and driving lanes.

In relation to Item Number 7. under Conclusion and Recommendation of Scott's
4/5/01 Planning Report regarding Grading, Drainage and Utility Plans:
* The grading plan is acceptable as submitted.
* The drainage area map and storm water /ponding calculations are
acceptable as submitted.
* The sanitary sewer and water services proposed are acceptable as
submitted. We recommend the hydrant location(s) be verified with the Fire
Department to verify adequate coverage.
* The internal storm sewer that serves the "triangular" parking area
is acceptable as submitted. We recommend that an Emergency Overflow (EOF)
to the north be maintained at an elevation no higher than 941.50.
Currently, if storm water were to back up in this area, the lowest overflow
elevation is 942.03+ to the north (the easterly building finished floor
elevation is 942.50).
Sprint PCS
No specific engineering comments. We assume the specific location was
chosen to be as inconspicuous as possible (tucked into trees as far as
possible). If this is not the case, it may make more sense to locate the
tower slightly farther south or southeast on more level ground to keep it
out of the slope /swale.
