He discussed elements of the pro includin street access, utilit and storm water
desi Communit Development Director Danielson noted that the Cit will need to
amend its stormwater mana plan to allow for construction in this area. The
stormwater mana plan was developed prior to the Central Business District
master plan concept that depicts shared stormwater pondin underneath the Xcel
Ener power lines.
Chair Vo opened the hearin for public comment at 9:28 p.m.
Tim Nolde - An pr feels that the location is the proper place for a residential
nei and that he is willin to work with the desi g uidelines. Rents for the
units are expected to fall with a ran of $400 - $800 per month.
Commissioner Dw seconded b Commissioner Li1je moved to continue the
public hearin to April 11, 2002. Carried 540.
The Commission discussed to rental housin versus private ownership, the mix of
rental within owner occupied nei affordable housin and the importance
of havin a balance between the rental and owner occupied housin units in the
communit
6. Oak green VilI Apartments: To consider re for a planned unit
development: concept plan and conditional use permit for the construction of a
multi-famil housin development, located north of 58thSt. N. and west of
Oak Ave. N.
Cit Planner Richards provided an overview of the applicant's re and reviewed the
plannin report re the same. He noted that a total of 100 units are bein
proposed within two buildin and the are bein proposed as rental units. He noted
issues of street construction, buildin orientation, park dedication, buildin hei
and plans for g radin g , draina and utilities.
Chair Vo opened the hearin for public comment at 9:41 p.m.
Wall Johnson - Dominium stated that the hi hei of the buildin allow for 9-
foot ceilin within the units. He stated that construction of both buildin would be
simultaneousl and that construction is estimated to be complete b 2003. Mr.
Johnson described the g rade differential at the site and how the have worked with it
respect to under parkin buildin desi and la of re number of
parkin spaces. *

options, utilit plannin buildin orientation and the possibilit of a variance bein
re for the buildin hei
