Actin Administrator Kamper presented an invoice from the Middle St. Croix Water Mana Or for an assessment for the y ear 2002. Discussion held concernin the availabilit of this information durin the Cit bud process Ma Beaudet, seconded b Councilmember McComber, moved to approve pa of the Middle St. Croix WMO assessment from the Ma and Council professional and consultant services line item. Carried 4 — 1 Doerr opposed. B. McKean S East/VSSA Re for Shared Services A Communit Development Director Danielson reported that the Cit has received a letter from Valle Senior Service Alliance re that the Cit Council consider a joint powers or shared services a with Ba Township. Dan Lindh of VSSA reviewed the concept plan for McKean S East and the re for the Cit to explore the possibilit of a shared services a Discussion was held concernin shared services with other cities and the enforcement of such a j1V 0 Ma Beaudet, seconded b Councilmember McComber, moved to direct Cit staff, attorne planner and en to write a report g ivin g pros and cons and the Cit options and provide an update at the next council meetin Applicant will pa cost of preparin the report. Carried 5 — 0. C. Anchobay-pro. Inc. Re for TIF Services Tim Nolde of Anchoba Inc. addressed the Council re g a housin proposal. Nolde discussed the bu of homes on Oak Avenue and the establishment of a TIF district to purchase the homes and clean up the salva y ard. Ma Beaudet, seconded b Councilmember B moved to direct staff investi pa as y ou g o TIF on the area envisioned. Carried 5 — 0. 0 Communit Development Director Danielson discussed fundin options and g rants that ma be available throu the Minnesota Department of Trade and Economic Development for clean up of the salva y ard site. Discussion was held concerning ashin o�., -Qoun plans for a bike at g � ty p pat on the site and the need for a path to accommodate anticipated p edestrian traffic. Richards noted the need for fewer parking spaces at the site and the restrictive language added to address that issue. Richards noted that the lighting Ian g gp meets requirements on the Osgood ; side but is slightly over what is allowed on the other sides. The applicant had agreed to comply with the City's foot - candle requirements. John Kohler of Semper"Development reviewed the building size and reported that g p t . the building has been dov8i -zel from earlier plans in order to accommodate easements and the neighbor's parking., re ar needs. Kohler ex ressed concern din .p g g the 24 -foot curb cut and large trucks not `being able to access the parkin g lot. Discussion was held concernin the Ordinance re uirement for maxima g � q m of a 24W foot curb cut and the applicant's proposed 3 6 -foot wide curb cut. Attorne y Vierling stated that the wording on the public' hearing notice was g eneric and would allow for approval of the wider Curb cut by the City Council. 0V Mr. Kohler pointed out the current location of the transformer on the ro p perry and noted that it would be relocated to another area on the �Y ro ez . Kohler also P P discussed eliminating neon, froze the internal sign in the building's entrance. Mayor Beaudet, seconded b Councilr .ember McComber moved t o approve the y Resolution approving the Walgreen's conditional use erm.it and site lan view p p with conditions. Councilrnember McComb seconded by. Ma or Beaudet moved to amend the Y primary motion to modify condition` 1 to allow for a 3 6-foot wide access onto Osgood Avenue North. Carried 5 — o.
