A. Middle St. Croix WMO Assessment.
Actin Administrator Kamper presented an invoice from the Middle St. Croix
Water Mana Or for an assessment for the y ear 2002.
Discussion held concernin the availabilit of this information durin the Cit
bud process
Ma Beaudet, seconded b Councilmember McComber, moved to approve
pa of the Middle St. Croix WMO assessment from the Ma and Council
professional and consultant services line item. Carried 4 — 1 Doerr opposed.
B. McKean S East/VSSA Re for Shared Services A
Communit Development Director Danielson reported that the Cit has received a
letter from Valle Senior Service Alliance re that the Cit Council
consider a joint powers or shared services a with Ba Township.
Dan Lindh of VSSA reviewed the concept plan for McKean S East and the

C. Anchobay-pro. Inc. Re for TIF Services
Tim Nolde of Anchoba Inc. addressed the Council re

proposal. Nolde discussed the bu of homes on Oak Avenue and the
establishment of a TIF district to purchase the homes and clean up the salva
y ard.

g rants that ma be available throu the Minnesota Department of Trade and
Economic Development for clean up of the salva y ard site.

explore grant opportunities through the Department of Trade and Economic

Findings of Fact.
Discussion was held concerning ashin o�., -Qoun plans for a bike at

site and the need for a path to accommodate anticipated p edestrian traffic.
Richards noted the need for fewer parking spaces at the site and the restrictive
language added to address that issue. Richards noted that the lighting Ian

meets requirements on the Osgood ; side but is slightly over what is allowed on the
other sides. The applicant had agreed to comply with the City's foot - candle
requirements.
John Kohler of Semper"Development reviewed the building size and reported that

Discussion was held concernin the Ordinance re uirement for maxima

foot curb cut and the applicant's proposed 3 6 -foot wide curb cut. Attorne y
Vierling stated that the wording on the public' hearing notice was g eneric and
would allow for approval of the wider Curb cut by the City Council.
