See Suggested Site - Specific Condition 3. • Comments: The proposed stormwater management facility is an underground infiltration system. It will accept stormwater from the subject property and some runoff from adjacent properties. The system is designed to Barr Engineering Co. 4700 West 77th Street, Suite 200, Minneapolis, MN 55435 952.832.2600 www.barr.com To: VBWD Managers From: John Hanson Subject: New Horizon Academy, Oak Park Heights, Permit 2012 -03 Date: February 16, 2012 Page: 2 Project: 2382Q020.00 2200 330 c: Ray Marshall, Ray Roemmich, Melissa Imse accommodate the required infiltration volume (due to newly created impervious area) for the subject property. In cases where inflow to the system exceeds the infiltration capacity, the system will allow a bypass of stormwater. - Because the system will accept runoff from adjacent properties, water may stand in the infiltration chambers longer than planned and/or runoff might flush through the system and get less treatment than expected. If the system does not drain dry quickly enough, there could be some odor and/or mosquito issues. The system appears to be deep enough that pavement heaving is probably unlikely if water stands in the system during freeze -thaw cycles. Currently, the only stormwater treatment provided for the site is at some regional ponds, downstream of the site. The proposed system will provide additional treatment, but it's unclear how much. Suggested Site - Specific Conditions 1. If soil conditions are encountered at the proposed infiltration vault during construction that will not allow the infiltration system to function, the VBWD Engineer shall be contacted. 2. This permit is not valid until a maintenance agreement in the general format of Appendix B of the VBWD Rules is submitted to and approved by the VBWD Attorney. 3. Prior to construction, the required cash surety shall be submitted. Applicable Standard Conditions 1. The VBWD Engineer and Inspector shall be notified at least three days prior to commencement of work. 2. Erosion controls shall be installed prior to the commencement of grading operations and be maintained throughout the construction period until turf is established. Additional erosion controls may be required, as directed by the VBWD Inspector or VBWD Engineer. 3. All disturbed areas shall be vegetated within 14 - days of final grading. 4. This permit is not transferable. 5. The required drainage easements and access easements shall be recorded with the Washington County Recorder's Office. 6. This permit is subject to obtaining all other permits required by governmental agencies having jurisdiction (including a NPDES permit). 7. The applicant is responsible for removal of all temporary erosion control measures upon establishment of permanent vegetation at the project site as determined by the VBWD Engineer and /or Inspector. 8. The following additional erosion controls shall be implemented on the site: a. Temporary rock construction entrances shall be maintained. b. Street sweeping shall be performed if sediment collects on streets. c. At catch basin entrances, MnDOT standards shall be used. d. A construction sequencing plan shall be submitted, approved, and followed. e. Any sediment that collects in storm sewers, ponds, or other water management features shall be removed. 9. Drainage easements shall be granted to the Valley Branch Watershed District, which cover land adjacent to the intermittent streams and stormwater management facilities up to their 100 -year flood elevations and which cover all ditches, storm sewers and maintenance access to the ponds.
