Stillwater, MN 55082 Re: Investigation of 14803 Upper 56 St. N., Oak Park Heights, MN. • Dear Mr. Skogen, On Friday, June 9, 2000, I °spent one and one half hours with Mr. & Mrs, Stoltz mane at their property reviewing questions that Valley View West Town Home Association had concerning this property, the City's Zoning Ordinance and conducting a site investigation of the property. The main question is whether or not a business is being conducted at this - residence. � In my investigation, I looked for workstations, as well as delivery items to a business, ;and questioned Mr. Stotzman if he had people working at this dwelling. The answer is NO to all of those items. It is my determination that the Stoltzmann's are not operating a . . business at this location. Mr. Stoltzmann is the owner of Optical Engineering of Minnesota, which is located in the City of Bayport. Mr. Stoltzmann does have optical equipment, prisms, lens, telescopes, and a huge volume of books for his reference library within this dwelling. He stated that he does use this equipment for his personal use and on several occasions since purchasing this dwelling, has invited high school students over to assist them in various science projects. In addition, in his son's room I found a weight set and a fantastic Star Wars collection and in another room his daughter's computer. In your letter you stated that the By -laws of this Association clearly state that a business cannot be operated within the. Association. Yet, from what Mr. Stoltzmann told me no one from your company or any member of this Association addressed this issue to him, until three weeks ago when Mr. Stoltzmann addressed his concerns to resolving this problem to you and he also invited Mr. Delahunt, the President of Valley View West Association, into his home.
