RE: Review of Oak Villa Phase I — Cit of Oak Park Hei
Dear Mr. Johnson:
Our office has received the g eneral plans dated 12-08-03, for the proposed Villa e, Phase I located in
Z--) C)
Section 5, Town 29 North,, Ran 20 West, in the Cit of Oak Park Hei Based on the plans submitted and
a visit to the site, Middle St. Croix Watershed Mana Or offers the follows comments
rec,ardin Phase I ONLY.
Draina and Gradin Issues
The proposed g radin g plan calls for a phased approach that includes the construction and g radin g of the streets,
Pond I and Outlot E in 2004. The remainder of the site east of Novak Ave and north of 58'h Street will be
constructed in 2005 or later. Althou it is not specificall stated in the plans, we would assume that all
stormwater mana infrastructure (storm sewer/inlet and outlet structures would be in place during the
2004 construction season of the Phase I proposal. Based on the plans received the draina and stonnwater
plan for the site appears ade The suin location, and elevations of the ponds and outlet structures are
appropriate. Multiple inlets (stor-i sewer outfalls) exist in all ponds on the site. Riprap or similar stabilization
should be placed at these inlets to prevent erosion and potential failure of the pipe. Placement of a stormwater
pond in the utilit easement on the northern extent of the site should be verified with the utilit compan
Ade setbacks from the wetland are provided.
Erosion and Sediment Control
Re the erosion and sediment control on-site, the erosion control plan in not ade We would re
that a more detailed site stabilization plan be submitted and reviewed. This plan is important because g radin g
will occur to put in streets, utilities, and ' ponds in 2004 and the remainder of the construction of residential
dwellin will not occur until 2005 or later. It is important that the site is stabilized with vecretation in the

should include types and volumes of seed and mulch to achieve site stabilization. we would emphasis the need
for atl temporary erosion control measures to be in place before grading of the site becrins. \Ve would also
emphasis that continued maintenance would be needed to maintain these erosion control measures. Silt fence
maintenance will likely be needed after significant rainfall events as well.
