Plat and Gradin Plan Review

We have reviewed the plat, g radin g , pondin and erosion control plans for the proposed
Oak Villa development as submitted b Folz, Freeman, Erickson, Inc. and have the
followin comments and/or recommendations for y our. consideration:
Plat
1. In the southwest comer of the development a Draina and Utilit Easement is re for
the storm sewer located north of 5 81h Street North and East of Novak Avenue North.
2, Outlot F and Outlot H shall be labeled as a Draina Easement. Leader Lines should be
placed to the boundar of the Outlots.
3. In Outlot L Draina and Utilit Easements for the sanitar sewer are re in the center
,3r.d eost side of the Ov iflot.
4, It is recommended below ( Item 6 under Gradiin and Draina Plan) that the outlet for the
wetland/pond be moved to the west. A Draina and Utilit Easement will be re for
this new location.
Removal Plan — Sheet C2.1
1. The development of this site re the removal of trees. The Cit Arborist should review
these removal items.
EroS...'lon Control and Seeding Plan — Sheet C3.1
1. The "fiber" blanket should be net two side erosion control blanket. This would meet
M-nDOT 3885 Cat. 3 specifications.

2. Include note stating that vegetation protection to be installed prior to commencing any
grading activities (i.e. tree fencing).
3. Note 8 discusses repairing silt fence within 24 hours of discovery. The word "silt fence"
should be replaced with "any erosion control BMP ".
4. Note 9 discusses temporary seeding of open soils. This should be outlined to satisfy NPDES
requirements of 7, 14, or 21 days according to slope gradient. Also, this should be noted to
include stockpiles of organic content like topsoil, sand etc. (i.e. not bituminous millings,
concrete, etc.).
5. Indicate where blanket and mulch is to be installed on the erosion control plan.
6. Indicate limits of clear and grub, and limits of land disturbance on erosion control plan.
7. Indicate locations of all inlet protection and catch basin protection on plan. Update should
be provided to inlet protection detail to include overflow capacity, and appropriate BMP.
Detail is not an industry current standard.
8. Rip rap and geotextile liner should be indicated on the erosion control plan at all outlets.
9. what BMP is being used for day - lighting drain the from behind retaining walls along pond
edge? Please provide detail for drawing.
10. Provide detail for blanket installation.
11. Provide detail for updated inlet /catch basin protection.
12. Update silt fence detail to include metal fence posts, not wooden due to longevity of project
over winter.
13. Indicate dormant seeding dates and requirements for maintenance.
14. Indicate responsible party to provide city with weekly inspection logs per NPDES
requirement.
15. Indicate who emergency contact will be for all erosion related issues of concern.
Grading and Draina e Plan -- Sheet C4.1 and C4.2
1. On the west side of Blocks 1 & 2, and on the north side of Blocks 3, 4, & 5, the 4 foot high
slopes are at approximately 2:1. If this area is grass it will be a difficult slope to maintain.
The recommended maximum slope is 3:1.
2. In Blocks 1, 2, 3, 4 & 5, the 4 foot high berm drains directly into the row homes. The
drainage path around these homes is not defined on the drawings.
3. The north retaining wall is approximately 8' high and adjacent to a sidewalk. A protective
handrail will be required on the wall.
4. The design and construction of the proposed retaining walls adjacent to the storm water pond
is the responsibility of the developer's engineer. we will require detailed design drawings
and calculation for these walls.
5. The emergency over flow (EOF) for the south pond/wetland is shown at 946.0. At
approximately 944 the storm water will back up through the storm sewer and discharge south
of 58 Street into the River Hills development. It is imperative that the emergency
overflow route is not into the River Hills development. As such, the EOF located on the east
side of Nutme Boulevard should be lowered to an elevation I foot below the top of the berm
into the River Hills Development. Additional surve information ma be re to
determine this elevation.
6. It is recommended that the outlet for the pond/wetland be moved west of the retainin wall.
At the location currentl shown the outlet for the pond/wetland is in conflict with the
footin of the retainin wall. In addition, the outlet structure at the current location would
be difficult to access for maintenance.
7. The H model from December 9, 2003 was reviewed and found to be in
conformance with the Cit plan. Of the seven ponds modeled, two are future ponds. These
ponds, labeled in the model as "future pond" and "pond 5", will re a detailed anal
with final desi of the areas.
8. Storm sewer is bein stubbed to the west alon the north side of 58 1h Street North to collect
storm water runoff from a future phase of this development. This future tributar draina
area will reroute storm water runoff from the Brown's Creek Watershed District ( BCWD ) to
the Middle St. Croix Water Mana Or ( MWC-WMO ) . Review and written
approval is re for this issue from both entities.
Sanitary Sewer, Storm Sewer and Water Main
1. Sanitar Sewer, Storm Sewer, Water Main and private street improvement information has
not y et been submitted for this plan review and will either be reviewed when submitted or
