Ken H o o ke - VSSA discussed the proposed widths of the trails and sidewalks and
provided explanation for the sizes proposed in relation to the natural topo of the
site. He indicated that pn*vate operation of the trails due to maintenance issues was
acceptable and noted unless some issue of safet dictated otherwise that the would be
open to public use.
Discussion continued as to the internal trail look connectin to the cit park.
David Beaudet - 6400 Lookout Trail expressed his concern of havin 5-foot wide trails
and stated that he felt 8-foot wide trails would be more accommodatin to users. He
also expressed concern about the size of the ri and su alternate trail
connections for consideration.
Discussion continued relative the eastern side sidewalk/trail connection, trail and
sidewalk widths and composition, tree preservation and related issues.
Commissioner iz seconded b Commissioner We moved to recommend 8-
foot asphalt trails at Nolan Ave. N. cul-de-sac to Norwich Pkw N. on other side of
historical site. Carried 4-1. Zeuli opposed.

approval of plannin report recommendations, specificall

development and the sidewalks within the Nolan Parkway and Nolan Lane ri
of-wa The Cit shall work with VSSA to revise the existin development
a to re maintenance of all sidewalks and trails in the entire
Boutwells Landin development.

Public Works Director Johnson provided an overview of the project memorandum
prepared b the cit plannin consultant. Ken Hoo representin VSSA was present
and participated in discussion and clarification of the project issues.
Discussion ensued as to trail connections, land values and issues of park dedication.
Commissioner Zeuli, seconded b Commissioner Dou moved to recommend that
the trail and landscapin south of 59th St. N.- extend all the wa to Oa Ave. n.
and shall connect to existin trail on opposite side. Carried 5-0.
Commissioner Zeuli, seconded b Commissioner Dou moved to recommend that
the Parks Commission be informed as to the funds g enerated b the development of
the area to the parks and recreation development fund and that the Cit accept cash in
lieu of land. Carried 5-0.

Discussion continued as to playground placement, sidewalk placement and connection
in general to surrounding area and the responsibility of Oakgreen Ave. N.
Commissioner Furlong, seconded by Commissioner Dougherty, moved to recommend
that the city Council require an 8-foot bituminous trail that connects to existing trails
and a.majorit of the area businesses, etc. Carried 5-0.
Old Business:
1. 2003 Budget and Project Review:
Public works Director Johnson reviewed the budget and discussed its composition..
Additionally, he discussed specific projects within the 2003 budget.
Discussion ensued as to project spending, projects underway, specific income sources
to the parks budget and estimate amounts allocated for a variety of projects.
David Beaudet — 6400 Lookout Trail addressed the commission and discussed
amounts put into the park budget historically, amounts that have been committed to
the city of Stillwater and St. Croix River land opportunity issue, He expressed that he
felt more money should be put aside to general funding for parks and noted that no
significant monies had been put toward parks since 1993.
Discussion continued as to the park budget, its structure and the specific allocations
noted. within Public Works Director Johnson. report.
Commissioner Dougherty, seconded by Commissioner Zeuli, moved to recommend
approval, for installation. ,of gates at south end of rink. at Brekke Park,, with. cost not ..to..
exceed $2,000.. Carried 5--0.
Commissioner Zeuli, seconded by Commissioner Dougherty, moved to recommend that
Public Works Director Johnson pursue cost estimates to replace ice rink flooding
hydrant at Cover Park. Carried 5--0.
Commissioner Dougherty, seconded by Commissioner Zeuli, moved to recommend that
picnic tables for lower park at Valley View Park not be pursued at this time.
Carried 5-0.
Commissioner Furlong, seconded by Commissioner Weyer, moved to recommend that
Public works Director Johnson research costs and report back the same to
Commission in March for Cover Park fence, Cover Park ventilation issue, and Valley
View Park picnic table and indicate where funding would come from. Carried 5 -0.
Commissioner Dougherty, seconded by Commissioner Zeuli, moved to recommend
moving forward with budgeted projects as previously approved, not to exceed amounts
listed, excluding park shelter design and building at Autumn. Hills Park and cover Park
Park Plan. - Neighborhood Meeting 2003. carried 5 -0.
commissioner Zeuli, seconded by Commissioner Dougherty, moved to recommend that
Public works Director Johnson pursue Autumn Hills Park beaches, tables and grills
and exclude other items until they become planning items. Carried 5 -0.
