B. Oak V To consider re of Valle Senior Services Alliance Housin
and Communit Services, LLC for site plan review, conditional use permit,
subdivision, planned unit development: concept plan for office condos, commercial
and retail use known as Oak Villa to be located at 58'h St. N. and Novak Ave.
N.
Cit Planner Richards provided an overview of the project and reviewed the plannin report
re the same. He noted that the project has been developed to coordinate with Kohl's
concept plan and that overall staff has been receptive to plans for the area and that it appears
to fit within the overall desi plans.
Richards further noted that staff has asked that the Commission consider holdin
recommendation on re due to the need for a variet of information, but that the
provide de comment on the overall Ian and discuss potential roadwa locations within the
proposed development.
Chair Vo opened the hearin for public comment.
Kirk Veleta Architect - provided an overview of the site plan and its proposed
amenities. He discussed roadwa issues and address q uestions of the Commission, includin
that as to workin partnerships with surroundin propert owners/developers for blend of
sites, traffic flow, potential s foota of units, rental rates, potential uses of commercial
dwellin and phasin plan from build start throu 2006.
Alan Black, VSSA - discussed some of the specific g uidelines the have had to work with in
preparin the concept and indicated that the have focused on the townhomes in their
plannin at this point. He expressed that it was critical for them to work throu route and
comprehensive plan issues that can be lived with, lon term, in their relationship to Kohl's
plannin It is VSSA's intent to receive a concept plan approval and move forward with their
desi plannin The idea is to be able to view the project as part of the lar project with
Kohl's and the area as a whole.
Discussion ensued as to roadwa power lines, townhomes and other related issues to the
project and its concept plan proposal.
Commissioner Runk, seconded b Commissioner Dw moved to continue the public
hearin to Februar meetin of the Plannin Commission. Carried 5-0.
Cit Planner Richards asked the Commission if there was an specific the Commission
wished from the applicant, to which the responded that the would like further discussion as
to 59t' St. and how expenses to that area are bein covered.
