Commissioner Lilje arrived at 7:48 p.m. Absent: Chair Vo Commissioner Dw seconded b Commissioner Runk, moved to approve the A with Informational Item A amended to read March 13th. Carried 3-0. A ro Minutes: Commissioner Powell, seconded b Commissioner Runk, moved to approve the Minutes of J anuar y 16, 2003 as presented. Carried 3-0. D artment /Commission Liaison Reports/Other Re A. Hw Partnership Study: Actin Cit Administrator Holst reported that a joint meetin is bein held with the Oak Park Hei and Stillwater Cit Councils at 6:30 p.m., Februar 26, 2003 at Stillwater Cit Hall. B. Commission Liaison: None. C. Other: None. Visitors/Public Comment: There were no visitors to the meetin or public comment other than to items on the A Public He A. Continued.- Oak Villa To consider re of Valle Senior Services Alliance Housin and Communit Services, LLC for site plan review, conditional use permit, subdivision, planned unit development: concept plan for office condos, commercial and retail use known as Oak Villa to be located at 58" St. N. and Novak Ave. N. Cit Planner Richards provided an overview of the project and reviewed the plannin report re the same. He noted that the revised plans reflect some of the su made b staff in the Januar 9, 2003 plannin report. Richards provided an issue anal and discussed specifics of each. 6 Vice Chair Dw in what impact to the pro would be if Kohl's development were not tied into it. Ken Ho VSSA addressed the q uestion and stated that Kohl's was the ori reason for their initial interest in proposin a full comprehensive plan and to work on somethin that was complimentar to both pro He stated that the feel the plan for Oak Villa can stand on its own and indicated that the would like to move forward. He discussed several of the conditions in detail and provided the applicant's perspective to each and stated that the are workin with an appraiser to determine land values and that the hope to have a report with those fi available prior to the Cit Council's Februar meetin Brief discussion ensued as to buildin proximit to existin residential dwellin nei phasin plans and Novak Ave. N. extension. Vice Chair Dw opened the hearin for public comment. There was none. moved Commissioner Runk, seconded b Vice Chair Dw to continue the public hearin to March. Carried 3-0 Cit Planner Richards commenced continued discussion on various issues related to land elevation, parkin roadwa impact, and application status. B. McKean S To consider re of Valle Senior Services Alliance Housin and Communit Services LLC for zonin district amendment and planned unit development: g eneral plan approval for Phase H, Boutwells Landin known as McKean S and located south of Norwich Parkwa N. and east of Nolan Ave. N. Cit Planner Richards provided an overview of the, pro and -reviewed the plannin report re the same. Richards provided an issue anal and discussed specifics of each and noted the process re for votin on a recommendation for the matter. Vice Chair Dw called a five-minute recess after which the meetin reconvened with report Co R Commissioner Lll arrival and continued with Cit Planner ichard's repo and issue anal re the application re Vice Chair Dw opened the hearin for public comment. Ken Hooge - VSSA addressed the conditions of the planners report and discussed in some detail the issues of the historic school house and church, re for second access, street li sidewalks, trail connections and address q uestions from the Commission re timin of school and church and parkin lot li to bein on all ni Kirk Velett, VSSA Architect provided information as to buildin elements and colors that the anticipate to use in the pro He explained that plannin for a varied, patterned scheme of color for the pro is bein developed and that it will be in place prior to construction commencement. He indicated that the stone colorin will be similar to Boutwells Landin but a bit darker and proceeded to discuss several schemes possible with trim, stone and vinyl.
