Zoning / Development Items d
1. The City has received a copy of the Valley branch Watershed District Plan Amendments for
2011. . Full versions are here at City Hall, no changes are included that impact Oak Park heights.
2. The City has sent the irrigation meter refunds (deduct meters) to the Stillwater School District
and to Andersen Windows
3. No new development applications have been received.
4\ There is a small discrepancy in the calculation for the atoll signage at the new Tire Proz
building, the CUP as executed by both parties states a size limitation of 26 square feet. However,
due to design changes and layouts handed out at the City Council meeting in October by the
Applicants, their intention was a slightly larger size sign, yet apparently still within the size
limitation of the Sign ordinance. Staff has asked that Tire Proz submit a short narrative on the
complication and will compare it with submitted designs. We would expect to resolve this issue
without the need of further Council action as the sign size and base dimensions are of typically
meet other aspects of the City's rules.
St. Croix River Crossing Project.
Adam Josephson has been sent four documents from the City:
1. A signed copy of the Environmental Documentation for Federal Projects
2. Public Interest Statement
3. Proposed (draft) Scope of Work — 30 % Plan Study as prepared by the City Engineer. This
document will need to be reviewed by MNDOT for possible changes and edits, but nothing
major is anticipated.
4. A final draft document to MNDOT being the Agreement itself, which has been emailed to
Adam Josephson in draft form. Once approved on his end the City will execute the
document with likely minor changes anticipated and discussed at the recent Council work
session.
Councilmember Abrahamson inquired about the possibility of the City being able to capture
its fiscal disparities contribution to the regional pool for use instead to pay for the local costs
of the regional St. Croix River Crossing Project. The City's typically contribution is in the
$1,100,000 per year range. Staff will investigate this possibility from a legal and application
standpoint, but a preliminary memo from Betty Caruso is enclosed herein. Apparently,
something similar has been done in elements of the Mall of America financing.
