Johnson; Jim Butler; Scott Richards; Mark Vierli ng Cc: smastey@hotmail.com Subject: Oakgreen Village - Landscape Plan Review & Tree Replacement OPH Staff I have reviewed the landscape plan for Oakgreen Village (rev. dated 3/15/06), the list of trees to be removed, saved or relocated (provided by FFE), and have calculated the tree replacement requirement for the project. My comments 1 & 2 (review staff memo dated 2/22/06) remain the same. There are still too many trees of red maple parentage and more species should be added to the project for diversity. Faced with more and more exotic insects and diseases, a diversity of trees in a landscape lessens the possibility of losing most of the trees to an epidemic or infestation. The 'Planting Detail' is good and adheres to the Planting Standards for OPH. The landscape contractor should be sure to adhere to the planting detail. The trees will be inspected after planting, and, if not planted correctly, the city will require them to be re- planted. After correcting the tree list for trees not considered significant (dead, boxelder, cottonwood smaller than 20 in. dbh) I calculated a tree replacement requirement of 872 inches. This was modifed by woodland type classes of trees to be removed (per the OPH Tree Preservation Ordinance) and the final requirement is 581 inches. If there are not places on site to put the additional tree replacement, and planting cannot occur on public land elsewhere in the city, cash in lieu of planting (581 x $50.) of $29,050. shall be paid to the city and placed in the city's Tree Planting Fund for re- forestation projects in Oak Park Heights.
