We have reviewed both the g radin g and utilit construction plans for the Oak Villa
development as submitted b Folz, Freeman, Erickson, Inc. Followin are our comments and/or
recommendations.
GRADING PLANS

1. The east boulevard g rade at approximatel street station 6+30 is steeper than 3 :1,
however this appears to be a temporar situation. NV-hcn the propert to the east is
-obtained the boulevard should be re- to decrease the slope. For the interim it is
recommended a permanent erosion control blanket be placed on the slope.
2. The g radin g for the proposed north pond extends into the ultimate ri on
Oak Avenue. Revise the plans to remove this g radin g from the ri
,qhipp-f CA 7.
I. Verif the cross section of the pathwa around the south existin Wetland is not g -neater
than 2%. For example, at units 9-16 the g rade chan from elevation 948 to 9416 in
approximatel 12-14 feet. This represents a 14% cross slope.
2. To prevent storm water in the existin wetland from potentiall backin up south of 5 8"'
street into the River Hills development, the Emer Overflow Elevation for the
existin wetland shall be placed at 944.00. This critical elevation should be clearl
identified on the Drawin
UTILITY PLANS

1. Verif potential conflicts with the water main and sanitar service pipes. It appears some
risers need to be adjusted to avoid pipe conflict.

2. Verify the walkouts can be serviced by the sanitary sewers. It appears that the top of
some risers are identical to the walkout basement elevation.

I. Verify potential conflicts with the ,sanitary services and the water main between MH 10
and MH 9 and between MH 7 and MH 1.1.

L The City of Oak Park Heights will be maintaining the pond outlets on this development.
The proposed outlets for the ponds have submerged pipes that are difficult to access and
maintain. Therefore, the submerged pipe should be removed from each pond outlet.
General Comments
1. The following items shall be sti- bmitted for review:
a. Revised HydroCAD model.
b. Water Quality Calculations
c. Copy of the Approval letter from the Middle St. Croix Water Management
Organization.
