CITY OF OAK PARK HEIGHTS III MINUTES OF MEETING HELD TUESDAY, DECEMBER 27, 1988 Call to order by Mayor Sommerfeldt at 7:00 p.m. Present: O'Neal, Doerr, Seggelke, Torgerson, Eckberg and Wilson. Parking ordinance public hearing continued. Mayor called for comments. Seggelke, seconded by Doerr, moved to schedule a workshop Wednesday, January 4, 1989 at 7:00 p.m. 5 aye votes. Carried. Doerr, seconded by O'Neal, moved to reschedule public hearing on request from Gordy Alexander for rezoning to Monday, January 9, 1989 at 7:00 p.m. 5 aye votes. Carried. Clerk read public hearing notice and presented affidavit of publication on amendment to City Comprehensive Plan. Mayor called for comments and discussion ensued. Seggelke, seconded by O'Neal, moved to close hearing. 5 aye votes. Hearing closed. Torgerson, seconded by Seggelke, moved to grant preliminary approval of City Planner's draft dated December 5, 1988 with amendments outlined in their December 27th report, contingent upon Metropolitan Council review. Roll call vote taken with 5 III aye votes cast. Carried. Doerr, seconded by Seggelke, moved to table Snowmobile Ordinance until meeting of January 23, 1989. 5 aye votes. Carried. O'Neal, seconded by Doerr, moved to grant preliminary approval of snowplowing contract with additions to be made by City Attorney and presented at council meeting January 9, 1989. 5 aye votes. Carried. Seggelke, seconded by Torgerson, moved to hire Paul Johnson and Perry Furgala as warming house supervisors. 5 aye votes. Carried. O'Neal, seconded by Doerr, moved to make a donation of an unspecified amount at this time, to the Minnesota Peace & Police Officers Association for the children and drugs project. 5 aye votes. Carried. Doerr, seconded by Torgerson, moved to approve City Engineer's rate increase for 1989. 5 aye votes. Absent: Doerr. Clerk read public hearing notice and presented affidavit of publication relating to snowmobiles and all terrain vehicles. Mayor called for comments and discussion ensued. Torgerson, seconded by O'Neal, moved to close hearing. 4 aye votes. Hearing closed. Torgerson moved to adopt a resolution approving above ordinance with stipulations and subsequently moved to rescind the motion. Torgerson, seconded by O'Neal, moved to table discussion to meeting of December 27, 1988. 4 aye votes. Carried. Park land dedication ordinance hearing was continued and discussed. O'Neal, seconded by Seggelke, moved to close hearing. 4 aye votes. Hearing closed. Seggelke, seconded by Torgerson, moved to adopt Resolution #88- 12-33 establishing a Park & Recreation Development Fund. Roll • call vote taken with 4 aye votes cast. Resolution adopted. O'Neal, seconded by Torgerson, moved to adopt Ordinance #88 -402- 08 providing for the dedication of certain land and payment of fees for parks and playgrounds with addition of the word "prorated" for commercial and industrial listed in Subdivision J. Roll call vote taken with 4 aye votes cast. Ordinance adopted. O'Neal, seconded by Torgerson, moved to accept City Engineer's revised plans for City Hall Expansion project. 4 aye votes. Carried. O'Neal, seconded by Seggelke, moved to schedule a public hearing Tuesday, December 27, 1988 at 7:00 p.m. to discuss the amendment to the City Comprehensive Plan. Details are available at Administrator's office. 4 aye votes. Carried. O'Neal, seconded by Torgerson, moved to approve the request from Randy Schwartz to move a home onto his property located on Stagecoach Trail with the following stipulations: 1. Home to be brought up to code with all necessary improvements completed and occupiable by February 1, 1989. 2. Top soil and grass planting to be completed by May 15, 1989. 111 4 aye votes cast. Carried. O'Neal, seconded by Torgerson, moved to hire two warming house supervisors - Tim Witzel and John Bonse. Park Committee to lire two additional at December 17th meeting at their discretion and submit names at December 27th meeting. 4 aye votes. Carried Seggelke, seconded by O'Neal, moved to approve minutes of November 14th and 28th as presented. 4 aye votes. Carried. O'Neal, seconded by Torgerson, moved to transfer balance in Snowplowing Fund ($3468.50) to General Fund - Capital Outlay for computer equipment. 4 aye votes. Carried. O'Neal, seconded by Seggelke, moved to transfer $9,000.00 'rom 1988 Tree Removal Fund to 1989 Tree Removal Fund. 4 aye vo es. • Carried. Seggelke, seconded by O'Neal, moved to direct City Stafi to advertise for sealed bids for used squad cars. Bids to be op-ned Tuesday, December 27th at 2:00 p.m. Stipulation to be noted hat squads are not available until new squads have been delivered. 4 aye votes. Carried.
