Phasing of Costs City of Oak Park Heights Preliminary Draft Comprehensive Sanitary Sewer Plan Page 2 of 6 Executive Summary The Metropolitan Land Planning Act (amended 1995) requires local governments to prepare comprehensive plans and submit them to the Metropolitan Council to determine their consistency with metropolitan system plans. The local comprehensive plan is to include a sanitary sewer element that covers the collection and disposal of wastewater generated by the community describing current and future service needs from the Metropolitan Council Environmental Services (MCES). The Preliminary Draft of the City of Oak Park Heights' Comprehensive Sanitary Sewer Plan (Pre -Draft CSSP) presented herein gives the core results of the sewer plan to date. The Pre -Draft CSSP —as will the Final CSSP —serves as an inventory of the existing trunk sewer system and a guide for the expansion and upgrading of the City's trunk sewer system to meet the future requirements of the City by accommodating anticipated growth. The City of Oak Park Heights is located in the north - central portion of Washington County positioned along the south side of State Highway 36 between Manning Avenue and the St. Croix River. The local economy is based on a mixture of commercial and industrial activities. The majority of these activities are located along the State Highway 36 corridor. Currently, all wastewater collected in the City is conveyed to the Metropolitan Wastewater Treatment Plant via the MCES Stillwater and Bayport Interceptors. The interceptors run north from Bayport and south from Stillwater along State Highway 95 to the treatment plant, which is located on the east side of State Highway 95 at approximately Upper 61" Street North. All wastewater generated by the City enters the MCES Interceptor at a point near 59' Street North and State Highway 95 and flows north to the treatment plant —with the exception of sub- districts N -I and N -0; where sub - district N -1 discharges into the MCES Interceptor north of the treatment plant and flows south and sub - district N -0 is the MCES Treatment Plant. To accommodate anticipated growth patterns, the City plans to provide sanitary sewer service to two major regions outside of the current City limits by the year 2015. The areas and staging dates are shown on the attached Concept and Staging Plan Map taken from the City's Draft Comprehensive Plan. The largest of the two regions is located south of the existing city boundary between Stagecoach Road and Northbrook Boulevard. The other smaller region is located north of 55' Street between State Highway 5 and Manning Ave. A portion of this region, known as the Kern Center, has recently been annexed by the City and sewer plans and specifications have been completed and are under contract for completion in 1999. This report focuses on evaluating the existing trunk system and its associated lift stations and locating future trunk lines and lift stations to efficiently and economically provide sewer service to these two major regions. The location of smaller sewer laterals and service lines are dependent upon future land development plats and cannot be accurately located from a study of this type. City of Oak Park Heights Preliminary Draft Comprehensive Sanitary Seaver Plan Page 3 of 6 The modeling of the sanitary sewer system is based on a variety of parameters, such as: land use, population density, standard wastewater generation rates, topography, and future development plans. Based on the topography of the undeveloped areas, sanitary sub - districts were created and the most cost - effective locations for future trunk line facilities were determined. To generate potential flow rates for each sub - district, the area of each land use category was calculated within each sub - district. These values are presented in Appendix A. With estimated population density figures for each land use category and known unit rates of wastewater generation per capita, the resulting product yields total wastewater flow for each sub - district. These values are presented in Appendix B. Design nodes are created along each trunk line where two or more pipes merge or the pipe gradient or pipe size change enough to be hydraulically significant. The pipe capacity or design flow is then calculated between the nodes. These values are presented in Appendix C. Appendix D summarizes the proposed trunk lines and their basic design characteristics. Regardless of any final adjustments in the routing and size of the trunk facilities that may take place as determined by the specific land use conditions at the time of final design, the design criteria presented in this report will provide the city with the most economical ultimate design capacity sanitary sewer system. The sanitary sewer map (attached) depicts the sanitary sewer sub- districts, layout of the existing trunk sanitary sewer system and the general layout of the future or ultimate design sanitary sewer system. Both the existing and the fully developed sewer system will include use of existing and future lift stations and force mains. The existing gravity lines in the system have been designed for and are anticipated to accommodate the fully developed scenario for the City. At this time, the existing system has not been checked to confirm that adequate capacity exists for the added areas to the west and south. This will be completed as part of the final Comprehensive sanitary sewer plan. The proposed future lines will need to be sized accordingly for full development. Lift stations and force mains will be required to service certain areas. Sub- districts W11, 12, 13 & 14 will be serviced via lift stations W11LS and W13LS (W11LS is under contract for installation in 1999). WI3LS has been proposed to provide service to the low -lying area in the western part of sub - district W13. Due to the proposed staging of the expansion, an interim lift station, W4LS, has been proposed to service sub - district W4. Lift stations W4LS and N20LS can ultimately be eliminated with the completion of the trunk line in the southern district. Upgrading of station W7LS will be inevitable to accommodate the expansion to the west. The upgrade of WMS would likely be done in several phases since the increase of wastewater generation from the western sub - districts will also come in phases. One such upgrade phase for W7LS will have to include a 75 -foot extension of the force main to obtain increased capacity. Construction cost estimates were developed for the completion of the ultimate trunk system and are included in Appendices E through G. These trunk facilities typically include lift stations, force mains and all gravity lines ten inches (10 ") in diameter and larger. In addition, any pipes required to convey sewage from lift stations are included. The estimated cost to expand the trunk sewer system and replace pipes with inadequate capacity is $2,100,000.
