The TvIPCA has provided the City notice that they are again commencing the process for re- permitting the Fly-Ash Utilization permit. Xcel energy is considering the location of a new fly-ash internment site to be located in Baytown Township - (Miller Gravel Pit). Darrell Knutson has provided the City with a Fact Sheet regarding the project. Beyond the issue to be resolved in permitting such reclamation project, the up side for our City is that such new facility may precipitate an earlier closure of the current facility in our City. Please review material provided by Xcel. - Oakareen Vi11ae - South - South side of 58th Street. The City has received a letter from Ms. Any B. Brown, of 13898 56 Street, Oak Park Heights - expressing her concerns on the proposed project. Her letter is enclosed. This project - still at concept approval stage will be having a public hearing at the Planning Commission Agenda for Feb 12 2004. 9. City Employee Flex Plan Last summer the City Council authorized a trial (18 month) Flexible Benefits Plan whereby employees could place pretax dollars into special accounts for special purposes. The City was willing to due this for two reasons: 1) that it gave an additional benefit to staff and 2) that it should actually save the City money as the City would not be paying FICA or matching Medicare on such pre-taxed funds. For 2003 (effectively only a 1/2 year) - the City saved $617.42. 1 anticipate a savings of over $1,600 in 2004 the first full plan year. See attached information.
