The application consists of a request for an Amended Conditional Use Permit. With this letter we are notifying you that the application is not complete. The City will deem it complete with receipt of the following items by August 29, 2012: 1. Please provide electronic copies of the plans eitherby email disc format. 2. Expand on the narrative to discuss the timing for construction of the project. 3. Provide a copy of a draft agreement between Phil's Club Tara and Xcel Energy regarding legal right of access, use and maintenance of the lot. 4. Will the existing billboard on the property be removed as part of this project? 5. Address whether ornamental trees or bushes could be added as part of the landscape plan. 6. Define where the parking spaces for City use will be within the lot. 7. The parking lot should contain at least three disability parking spaces. 8. The City Engineer has questions regarding the stormwater drainage for the site and how it can be diverted away from potential ball fields as part of the park plan. Tom Smith Page 2 Staff reviewed the application materials at a meeting on August 22, 2012. We would invite you and your representatives to a staff meeting on August 29, 2012 at 10:30 AM at City Hall to discuss these issues and address any questions you may have. If all of the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for September 13, 2012 at 7:00 in the City Hall Council chambers. Pursuant to Minnesota Statutes 15.99, Sub. 3(0, the City of Oak Park Heights is herewith extending the period of time for agency /city review of the application for an additional 60 day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
