-!-*` PLANNING COMMISSION MEETING MINUTES
Thursday, August 16, 2012 — Oak Park Heights City Hall
Call to Order: Chair Bye called the meeting to order at 7:00 p.m. and welcomed new
Commissioner, Robin Anthony.
Present: Commissioners Anthony, Dougherty, and Squyres; City Administrator Johnson,
City Planner Richards and Commission Liaison Runk. Absent: Commissioner LeRoux.
II. Approval of Agenda: Commissioner Dougherty, seconded by Commissioner Squyres,
moved to approve the Agenda with Commission Vacancy added under New Business.
Carried 4 - 0.
III. Approval of July 12, 2012 Meeting Minutes: Commissioner Dougherty, seconded by
Commissioner Squyres, moved to approve the minutes as presented. Carried 3 -0, Anthony
abstained.
IV. Department/Commission Liaison / Other Reports: From hereon, Commission Liaison Runk
will be the primary liaison and Commission Liaison Abrahamson will be the alternate.
V. Visitors/Public Comment: None.
VI. Public Hearings:
A. Kowalski's Market — The Wine Shop: Consider requests for variance to number of
signs to allow one sign to the storefront for The Wine Shop, located within
Kowalski's Market at 5801 Neal Ave. N.
City Planner Richards reviewed the August 8, 2012 planning report as to the request and
discussed proposed conditions for approval for the Commission's consideration.
Chair Bye opened the public hearing for comment and invited the applicant to speak.
Bob Kowalski of Kowalski's Market introduced himself and discussed the request, noting
that the wine shop is treated as a separate business by law, necessitating the separate entry
and request for signage. Mr. Kowalski responded to Commission inquiry as to design
elements.
Commissioner Dougherty, seconded by Commissioner Squyres, moved to close the public
hearing. Carried 4 — 0.
Commissioner Dougherty, seconded by Commissioner Squyres, moved to recommend the
City Council approve the request, subject to the conditions within the August 8, 2012
Planning Report, specifically:
1. That the Planning Commission was favorable to the sign variance and the increase in
allowable signage;

2. That the sign specifications and methods of illumination shall be subject to review
and approval of the City Planner at the time of permitting; and
3. That the total allowable signage for Kowalski's Market, The Wine Shop and
Starbucks shall not exceed 675 square fet.
Carried 4 — 0.
VII. Old Business: None.
VIII. New Business:
A. Commission Vacancy — Appointment Recommendation: Commissioner Squyres has
informed the Commission that he is moving from the City and must resign his
position. After discussion and based upon interviews having recently been held for
Commission vacancy, Commissioner Squyres, seconded by Commissioner Anthony,
moved to recommend City Council appointment of Dan Thurmes to complete the
term of Commissioner Squyres, provided Mr. Thurmes is willing to accept such
appointment. Carried 4 — 0.

X. Adjourn: Commissioner Anthony, seconded by Commissioner Squyres, moved to
adjourn the meeting at 7:22 p.m. Carried 4 — 0.
