increment financing assistance.
Mr. Nolde has indicated that he will be present at your meeting of 3/12/02 to present information - to
the City Council regarding -this request.
The City has received the non- refundable $3,000.00 fee, for this request.

It is our intention to proceed with our major development in your Central Business District. We
submitted plans and ideas bo City staff and look forward toG successful conclusion Of this major p 'ect.
VVo really want to make this development e major attraoionforyourcityas well es provide aamuch
affordable housing as possible. The project starts atOakoreen Avenue and develops westerly from
there. One problem is the appearance of the homes along Dakoreen. This is the "gateway" to the
Central Business District. Its appearance 1e important to us and should be for the city. Although the
houses are not bad, they just do not conform to the original concept of the Central Business District.
|n addition, when the road ie upgraded, the people along C}ebmreen Avenue will lose even more oftheir
property to the right ofway. VVe would like to purchase these homes and start this development from
that point. The problem is, it is not economically feasible to purchase the homes and then replace them
vvithhom/nhomea.
The other issue regarding this development is the proximity and appearance of the salvage yard and
other buildings and debris throughout the area. Many of you are omvana of the site conditions and
appearance throughout the development. The buildings need tobe razed and the surrounding area
cleaned up.
For these neaoons, we request the establishment of Tax Increment Financing Oieihot in the Central
Business District. This is a "Pay as You Go" Oi8Unot whereby the City is in no wa ble or responsible
for the funding of the district. Our dollars would purchase the homes and provide the cleanup and
demolition of the salvage yard area.
VVe would like the opportunity to have your staff study this proposal and allow yourselves the ability [o

General conditions
Application Review
The undersigned acknowledges that before this request can be considered and/or approved, all
required information and fees, including any deposits, must be paid .to the city. An incomplete
application will be returned to the applicant. The application approval process commences and
an application is considered complete when all required information and fees are submitted
appropriately to the City.
Sixty (6o) Day waiver
The City hereby notifies the applicant that development review may not be completed within the'
required 00 days due -to public hearing requirements and agency review; therefore, the City is
exercising an automatic 60 -day extension for development review,, Development review will' be
completed within 120 days unless additional review extensions are approved by the
owner /applicant.
Professional Fee Responsibility .
It is the understanding of the undersigned that all City incurred professional fees and expenses
associated with the processing of this request(s) will be promptly. paid upon receipt. if payment
is not received from the applicant, the property owner acknowledges and agrees to be,
responsible for the unpaid fee balance either by direct payment or a special .assessment
against the property.
Applicants will be billed on a monthly basis for Planning, engineering, Legal and Community
Development fees as they are accrued. Failure to pay administrative and processing fees in a
timely manner may result in denial of the application. All fees must be paid at the time of
application and shall be paid prior to the issuance of a building permit.
The undersigned applicant further acknowledges and consonts that all unpaid fees owing the
City of Oak Park Heights shall be treated. as unpaid utility fees and may be certified for
collection as with delinquent utili billings and may be assessed against the subject real
property if unpaid by October 31 5 of each years
