Jim Steiner, our consultant on the 'Villas has Put together the entire funding package
for these affordable units. He has made us aware of another program that may be
available to us, that is the SAC waiver demonstration program. In order to receive
these funds we must meet certain criteria related to affordability and must meet
the defixiition of inclusionary housing. That requirement calls for some type of incentive
provided by the local jurisdiction, The attached document lists possible incentives,

may be offering that we could use to meet this criteria?

Program Description
The Metropolitan Council proposes to implement a three -year SAC Waiver
Demonstration Program as permitted by Minnesota. Statutes, section 3473.255, subda 3,
which says:
The metropolitan council may work with municipalities and developers to provide
incentives to inclusionary ho developments such as waiver of service
availability charges and other regulatory incentives that would result in
identifiable cost avoidance or .reductions for an inclusionary housing
development
Program Purpose;
To demonstrate the usefulness of SAC waivers in further reducing housing costs for low
income households and complement the cost reduction incentives provided by local
government in inclusionary housing developments.

The demonstration p will be funded by the use of SAC Reserve Funds. If the
program am is made p erni,anent, or a larger expense is anticipated, a permanent funding
source will be pursued through legislation.
