The Planning Commission should consider the following issue points related to the
Oakgreen Village Villas at their April meeting. The issues were reviewed in the /March
7 2002 planning report.
. CBD Planning. The project is to be developed north of the xcel Energy power
line easement. The central Business District Urban Design Study indicated that
area was to be designated for commercial development. While the master plan
was developed as a concept or guide for land use, the Planning Commission
should comment on this issue.
2. streets. The site plan has been changed to show the access roadway extend to
the east to Oakgreen Avenue. This roadway could be used for access for the
Fond View condominiums and future development. With traffic issues on
Oakgreen, an access to the west with a connection at the future Novak Avenue is
also an option. The issue of public versus private streets is also a consideration.
3. Building orientation. The proposed site plan consists primarily of buildings
and driveways. The Planning commission should comment on the layout and
the appropriateness of additional residential development in an area of
transitioning land uses.
