Mr. John Morley has requested a conditi use permit for the .. opeaation, of a
Domino's Piz za store 'located ,at 14621 60th Street North (south .of Highway 212/36)

I.:. Planned Unit Development approval in October 1984, which allowed the development .
and use of the building in question under Section 401.11, Subd 0.3 of the Zoning
Ordinance. A second building was proposed to the rear of the lot, but was not constructed.
The B -2 0istric-t also allows convenience food establishments by :CUP under Section
01.11.0.1 of the 'Zoning Ordinance. ' The following review has been, conducted based

CASE ANALYSIS
Site review criteria are as follows:

General requirements of lot de+lapment for the B -2 District have been met. Also,
as discussed in the. 17 October 1984 planner's report, site parkking area screening
and landscaping, ling, and curb cut design is in conformance with ordinance
requirements. Grading and drainage -plans have been approved.
Compliance with Section 401 ;Subd. 11.1 As a conditional use in the B-2 district,
the applicant's business is architecturally compatible . as a co zent. of the Champion
Auto :Building. The building sign is in conformance, as well, with the City's Sign
Ordinance provisions. Other provisions of this Section have been ..achieved and are
therefore in compliance with ordinancerecluirements.
CUP Review: The applicant's request has been judged according to Section 401.16, Subd.
AA of the ordinance. It has been determined that:
1. The request is in conformance with the comprehensive plan.
2. The use is compatible with the Champion Auto building and site development.
3. Property values will not be depreciated as a result of the use.
4. The request is in conforauuce with the commercial character of the area, and
is an appropriate use of the remainder of the Champion Auto building.
RECOMMENDATION
Based on the aforementioned review criteria,, the applicant meets general requirements
' ordinance. We therefore. recommend. approval of . a.
and provisions of the City's zoning .�
the applicant's request subject to the following condition:
1. While the site plan, submitted in 1984 illustrated an adequate number of
parking spaces for the current businesses in the Champion Auto. Building,
there may be an insufficient number of spaces on site, if the proposed
building to the rear of the lot is indeed constructed. Att time, a
re- evaluation of parking needs should, be conducted to determine if
existing parking is adequate.
