This permit is for only the work described, and does not grant permission for additional or related work which requires separate permits. This permit will expire and become null and void if work is not started within 180 days, or if work is suspended or abandoned for a period of 180 days any time after work has commenced. MINNESOTA DEPARTMENT OF HEALTH Division of Environmental Health REPORT ON PLANS Plans and specifications on plumbing: Stillwater Ford/Lincoln/Mercury Addition and Renovation, 12696 North 60th Street, Stillwater, Washington County, Minnesota, Plan No. 011133 OWNERSHIP: SUBM1T1'ER(S): Village Plumbing, Inc., 2999 Yorkton Industrial Boulevard, Little Canada, Minnesota 55117 -1072 Plans Dated: Date Received: December 18, 2000, November 15, 2000, October 3, 2000 Date Reviewed: December 21, 2000 SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which this plumbing system is connected. The review is based upon the supposition that the data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should be retained at the project location for future reference. A set of the identified plans and specifications is being returned to Village Plumbing, Inc. Enclosed is a copy of the report and transmittal letter to be forwarded to the project owner. INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at the time of the roughing -in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code. A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the finished plumbing inspection. It is the responsibility of the contractor /installer to notify the State Health Department when the installation will be ready for a test and inspection. To schedule inspections, contact the state plumbing standards representative for your region, or call the metro office at 1- 800 - 926 -6216, or Gary Topp at 651/215 -0841. REQUIREMENT(S): 1. The installation of reduced pressure zone backflow preventers is permitted only when periodic testing is done by a trained backflow preventer tester acceptable to the administrative authority. Testing intervals shall not exceed one year, and records must be kept. All devices must be tested after initial installation to assure that debris from the piping installation has not interfered with the functioning of the device. The devices shall be overhauled at least once every five years. The installation of new backflow preventers must be at least 12 inches, but not more than 6 feet above the finished floor or ground level. 2. Verify that roof overflows are provided in accordance with Section 1506 of the Uniform Building Code. Roof drains and overflows must discharge above -grade to a place of disposal satisfactory to the administrative authority. In no case, shall water from the roofs be allowed to flow upon the public sidewalk. Stillwater Ford/Lincoln/Mercury Addition and Renovation Plumbing Plan No. 011133 Page 2 December 21, 2000 3. The distance between cleanouts in horizontal piping shall not exceed 50 feet for 3 inch or less in size or not over 100 feet for 4 inch and over in size (see Minnesota Rules, part 4715.1010). 4. The vent connection must be taken off above the centerline of the pipe and must rise within 45 degrees from the vertical, to a point at least 6 inches above the flood level rim of the fixture being served, before offsetting horizontally or connecting to a branch vent (see Minnesota Rules, part 4715.2540, subpart 2). Verify compliance for the vents on the interceptor and the floor drains. 5. Water closets in public bathrooms must have elongated bowls with open -front seats. 6. The flammable waste trap shall be constructed in accordance with the Minnesota Plumbing Code, Minnesota Rules, part 4715.1120. The interceptor shall include: a. A minimum holding capacity of 35 cubic feet. b. At least 3 feet of depth below the invert of the discharge pipe. c. A water seal of not less than 3 inches on the inlet and not less than 18 inches on the outlet. d. A minimum size 3 -inch vent must extend separately through the roof. The vent must rise vertically or within 45 degrees of the vertical to a point at least 6 inches above the interceptor. The vent shall be constructed of approved metallic pipe material. e. Drains that discharge into the interceptor shall be the dry- pan-type, and be at least 3 inches in size. f. The interceptor shall be located so it is readily accessible for service and maintenance. 7. Water heaters must be installed so that they are readily accessible for inspection, repair, or replacement. A water heater with a tank capacity of 6 gallons or less may be concealed in a ceiling space provided the water heater has been set in an overflow pan (see Minnesota Rules, part 4715.2240 for requirements). 8. The water piping system shall be disinfected in accordance with Minnesota Rules, part 4715.2250. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820. 9. Materials used for the plumbing system shall comply with the standards set in the Minnesota Plumbing Code (see Minnesota Rules, part 4715.0420). The copper water distribution piping must meet ASTM Standard B 88. 10. If plastic pipe is used for the drain, waste and vent system: a. ABS plastic pipe shall comply with ASTM Standard D 2661 or F 628. b. PVC plastic pipe shall comply with ASTM Standard D 2665, D 2949 or F 891. c. It must be installed in accordance with Minnesota Rules, part 4715.0580(F) and part 4715.0600. Above -grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length. Above -grade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an approved expansion joint is used. d. Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to the pipe and cement (see Minnesota Rules, part 4715.0810, subpart 2). 11. All plumbing shall be installed in accordance with the Minnesota Plumbing Code (see Minnesota Rules, part 4715.0320). r r / ` Stillwater Ford/Lincoln/Mercury Addition and Renovation Plumbing Plan No. 011133 Page 3 December 21, 2000 12. The abandoning of the water supply well shall be in compliance with Minnesota Rules, Chapter 4725. The project owner or the owner's agent should contact the Minnesota Department of Health, Well Management Unit, at 651/215 -0811 to verify proper abandonment methods. NOTE(S): 1. The scope of this project consists of a remodeling and addition to an existing building. Installation includes an interior storm drain system which discharge above - grade, a flammable waste interceptor, trench drains, floor drains, bathroom groups, mop sinks, a water heater, and counter sinks. 2. This facility is served by new municipal water and sewer service connections. Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean that recommendations or requirements for change will not be made at some later time when changed conditions, additional information, or advanced knowledge make improvements necessary.
