CITY OF OAK PARK HEIGHTS
PLANNING COMMISSION MEETING MINUTES
Thursday, December 13, 2012 — Oak Park Heights City Hall
Call to Order: Chair Bye called the meeting to order at 7:00 p.m.
Present: Commissioners Bye, Dougherty, LeRoux, and Thurmes; City Administrator
Johnson, City Planner Richards and Commission Liaison Runk. Absent: Commissioner
Anthony.
II. Approval of Agenda:
Commissioner LeRoux, seconded by Commissioner Thurmes, moved to approve the Agenda
as presented. Carried 4 - 0.
III. Approval of October 11, 2012 Meeting Minutes:
Commissioner LeRoux, seconded by Commissioner Thurmes, moved to approve the
minutes as presented. Carried 4 - 0.
IV. Department/Commission Liaison / Other Reports: None.
V. Visitors /Public Comment: None.
VI. Public Hearings:
A. Xcel Energy: Consider request for interim use permit to allow temporary
administrative trailer use at Xcel Energy - A.S. King Generating Plant — 1103 King
Plant Road.
City Planner Richards reviewed the December 5, 2012 planning report as to the request.
Dan Flood of Xcel Energy addressed the Commission and discussed the project and its
planned operational facets. Mr. Flood addressed Commission questions as to parking,
staffing and confirmed that the plant would be shut down while maintenance to the boilers is
undertaken and that the shutdown is anticipated to occur in February, 2013.
Chair Bye opened the hearing for public comment. There being none, the public hearing
was closed. The conditions of the planning report were reviewed with brief discussion.
Commissioner LeRoux, seconded by Commissioner Thurmes, moved to recommend the
City Council approve the request, subject to the conditions within the December 5, 2012
Planning Report, specifically:
1. The trailers shall be removed no later than August 31, 2013 unless an extension is
granted by the City Council.

2. Any freestanding or building lighting shall be in compliance with the Zoning
Ordinance and subject to review and approval of City staff.
3. Any changes to the grade or drainage associated with the trailer placement shall be
subject to review and approval of the City Engineer and applicable watershed district.
4. The City Engineer shall comment on the traffic resulting from the increased
personnel at the plant. Any traffic control measures required by the City Engineer
will be implemented by Xcel Energy.
5. Xcel shall be required to comply with any permitting requirements of the City.

B. I.S.D. #834 — Stillwater Area High School: Consider request for Conditional Use
Permit amendment to allow an onsite health clinic for I.S.D. #834 employees and
their insured dependents — 5701 Stillwater Blvd. N.
City Planner Richards reviewed the December 5, 2012 planning report as to the request.
Dennis Bloom of Stillwater Area High School /I.S.D. #834 introduced himself and walked
through the request, discussing how the clinic is proposed to operate, what security measures
will be undertaken, parking arrangements, and who will be using the facility.
Mr. Bloom responded to questions from the Commission including how the clinic would
provide a cost savings to the school district. It was noted that Health Partners would be
operating the clinic and that several other school districts are currently operating such
facilities.
Chair Bye opened the hearing for public comment. There being none, the public hearing
was closed. The conditions of the planning report were reviewed with brief discussion.
Commissioner Dougherty, seconded by Commissioner Thurmes, moved to recommend the
City Council approve the request, subject to the conditions within the December 5, 2012
Planning Report, specifically:
1. The clinic shall be utilized by the employees and eligible dependents of ISD 834,
Stillwater Area Public Schools. The clinic shall not be open to the general public.
2. Any mechanical equipment installed outside of the building shall be screened in
accordance with Section 401.15.E.10.e of the Zoning Ordinance.
3. Any signage proposed for the site shall be in compliance with Section 401.15.G of
the Zoning Ordinance and will require a sign permit.

4. Any additional lighting proposed for the clinic entrance or parking area shall be in
compliance with Section 401.15.B.7 of the Zoning Ordinance.
5. The grading and drainage plans shall be subject to review of the City
Engineer.

VII. Old Business: None.
VIII. New Business:
A. Redevelopment Planning —12969 60 St. N. Options.
City Planner Richards reviewed and discussed the meeting packet enclosure
regarding options and a work plan for the former Hecker automobile dealership
property located at 12969 60 St. N. Richards stated that he is interested in hearing
Planning Commission opinions as to what they would be interested in seeing in this
area.
Discussion ensued as to who should be engaged in the discussion of redevelopment
options for the area. It was noted that there has been a developer interest to the site,
though the property had not yet been acquired. City Administrator Johnson noted
that at such time the property should be acquired, the owner /developer will be invited
to participate in the redevelopment planning process. This matter will be on the
Commission Agenda at future meetings per the work plan for ongoing discussion.
B. Planning Commission Vacancy: Set date and time for Planning Commission
Applicant Interviews.
City Administrator Johnson noted that the Commission will be seeking two persons
to fill the positions on the Commission; one made available through Commissioner
Dougherty's election to City Council and the other through the term completion of
Commissioner LeRoux in May, 2013.
Commissioner Dougherty noted that some interest had been expressed to him by
residents at Boutwell's Landing while he was door - knocking during his City Council
campaign.
Applications are being accepted until the end of the day January 4, 2013 and can be
found at City Hall and on the City web page.
The Commission stated that they were comfortable with the interviews being
scheduled prior to their January meeting as proposed by staff.

C. 2013 Planning Commission Calendar: Review and approve 2013 Planning
Commission meeting dates and Commission Liaison to City Council meeting
schedule.
City Administrator Johnson discussed how the Planning Commission meeting dates
were determined, so that they followed the first regularly scheduled meeting of the
City Council each month and also what the role of Commission Liaison was to the
City Council meeting held following the Planning Commission meeting.
Commissioner LeRoux, seconded by Commissioner Dougherty, moved to accept the
2013 Planning Commission calendar as presented. Carried 4 — 0.
