ECIEDWIREI y D OCT 2 7 2003 MINNESOTA DEPARTMENT OF HEALTH Division of Environmental Health REPORT ON PLANS Plans and specifications on plumbing: Walgreens, Highway 36 and Osgood Avenue North, Oak Park Heights, Washington County, Minnesota, Plan No. 040898 OWNERSHIP: pL zoo 5s SUBMITTER(S): BTS Construction, LLC, 50 South Sixth Street, Suite 1480, Minneapolis, Minnesota 55402 Plans Dated: July 8, 2003 Date Received: September 8, 2003 Date Reviewed: October 16, 2003 SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which this plumbing system is connected. The review is based upon the supposition that the data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should be retained at the project location for future reference. Enclosed is a copy of the report and transmittal letter to be forwarded to the project owner. INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at the time of the roughing -in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code. A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the fmished plumbing inspection. It is the responsibility of the contractor /installer to notify the Minnesota Department of Health when an installation for a state contract job, licensed facility, or project in an area where there is no local administrative authority is ready for an inspection and test. To schedule inspections, contact the state plumbing standards representative for your region, or call the metro office inspection hotline at 1- 800 -926- 6216 (7:30 a.m. to 9 a.m.), or 651/215 -0836 (8 a.m. to 9 a.m.) on Monday, Wednesday or Friday. REQUIREMENT(S): 1. The storm interceptor (V2B1) is considered an altemate fixture (Minnesota Rules, 4715.0330, subpart 1) and may only be installed if approved by the city of Oak Park Heights. Testing is contingent upon the City's requirements. However, our department highly recommends testing of the interceptor due to the potential for concentration of oil contained in unit and ground water contamination. 2. The storm interceptor may only be located in a vehicle accessible area if designed and approved for vehicle loading. 3. The submitted plan, sheet C4.1, indicate the installation of a dry well (filtration system) to dissipate some of the roof and drainage. Please note that groundwater contamination and hydraulic failure are possible concerns with this type of installation. If the dry well system will be installed, the following requirements must be met: a. Approval must be obtained from the city of Oak Park Heights (see Minnesota Rules, part 4715.2700). d Walgreens Plumbing Plan No: ',!:•: Page 2 October 16, 2003 b. The filtration system must be designed and constructed to prevent degradation of the groundwater quality, as required by Minnesota Rules, Chapter 7060. A minimum vertical separation of three feet should be available between the bottom of the drywell and the highest seasonal elevation of the water table. c. The filtration system may be considered Class V injection wells and must be registered with the U.S. Environmental Protection Agency (USEPA). Please refer to the website for more information, WWW.EPA.GOV/REGION5/WATER/UIC d. The system must be adequately maintained. e. The owner(s) must be aware that there are potential responsibilities that they may have for any groundwater contamination resulting from the installation. Note: An NPDES General Stormwater Permit may be required from the Minnesota Pollution Control Agency. If you have any questions, you may call MPCA at 1- 800 - 657 -3864 and ask for storm water program staff. 4. A valve box shall be provided for accessibility of the gate valve on the 6 -inch water service. 5. A water closet shall not share a common vent with another fixture connecting to a vertical drain at a different level. Wet venting of water closets is only allowed when stack venting in accordance with Minnesota Rules, part 4715.2560. The urinal and the water closet shall be individually vented. 6. All external sillcocks and wall hydrants must be provided with separate shut -off valves inside the building (see Minnesota Rules, part 4715.1800, subpart 7). 7. The installation of reduced pressure zone backflow preventers is permitted only when periodic testing is done by a trained backflow preventer tester acceptable to the administrative authority. Testing intervals shall not exceed one year and records must be kept. All devices must be tested after initial installation to assure that debris from the piping installation has not interfered with the functioning of the device. The devices shall be overhauled at least once every five years. The installation of new backflow preventers must be at least 12 inches, but not more than 6 feet above the finished floor or ground level. 8. The reverse osmosis system must discharge into the sanitary sewer through an approved air gap (see Minnesota Rules, part 4715.1570). The floor drain receiving the discharge from this system must be individually vented. 9. Water supply connections to fixtures or equipment which have submerged inlets, or inlets below the spill line of the fixture or equipment, must be provided with an air gap arrangement, approved backflow preventer or backflow preventer assembly as specified in Minnesota Rules, part 4715.2000 and part 4715.2010. 10. The submitted site plan shows that the water service and storm sewer will need to cross. Where the water service must cross the storm sewer, the bottom of the water service pipe located within ten feet of the point of crossing shall be at least 12 inches above the top of the sewer. When this is not feasible, the sewer pipe must be constructed of one of the materials listed in Minnesota Rules, part 4715.1710, subpart 2, E. 11. Verify that roof overflows are sized in accordance with the Minnesota Building Code and that they discharge to a place of disposal satisfactory to the administrative authority. In no case, shall water from the roofs be allowed to flow upon the public sidewalk. s . /—• Walgreens Plumbing Plan No. 040898 Page 3 October 16, 2003 12. The water piping system shall be disinfected in accordance with Minnesota Rules, part 4715.2250. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820. 13. Piping specifications were not shown on Sheets P1.1, P2.1, and P2.2, verify that materials used for the plumbing system shall comply with the standards set in the Minnesota Plumbing Code (see Minnesota Rules, part 4715.0420). 14. The copper water distribution piping must meet ASTM Standard B 88. 15. PVC plastic pipe used for the drain, waste, and vent system shall comply with ASTM Standard D 2665, D 2949 or F 891 (see Minnesota Rules, part 4715.0570 through part 4715.0600). Above -grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length. 16. All plumbing shall be installed in accordance with the Minnesota Plumbing Code (see Minnesota Rules, part 4715.0320). NOTE(S): 1. The scope of this project consists of a new building. Installation includes bathrooms, an interior storm drain system, water heaters, eyewash, a mixing valve for the eyewash, laundry tub, sinks, trench drains, floor drains, mop sink, and wall hydrants. 2. This facility is served by new municipal water and sewer service connections. Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean that recommendations or requirements for change will not be made at some later time when changed conditions, additional information, or advanced knowledge make improvements necessary.
