1. The City has not received any new development applications t e considered for the
November Planning Commission. Possible developments include the location of a KAY
Jewelers at or near the Shoppes of Oak Park heights (Kohl's area).
2. There is an accessory parking violation at 14286 55`" street that the Building Official has
sent a letter to have addressed.
0 Thinking about the western D. Hecker site, the City may desire to allow this area to be
redeveloped into a mixed -use (commercial /retail /residential area), such as a CITYWALK
type development. I have asked that Scott Richards put together a short proposal for Council
consideration that would develop some concept sketches and ideas. Considering the
commercial entities at the site or adjacent areas, and its current trail connectivity perhaps the
development could reduce a daily reliance on car trips for errands, per se and generate other
positives for the City compared to a continually vacant site.?
St. Croix River Crossina:
Staff has sent communication to Jon Chiglo about two items
1. Expressing a concern that the storm water drainage plans are in need of further refinement
prior to them being released for design - build review. According to the City Engineer the
plans lack a complete understanding of how the storm water is to be fully conveyed through
the corridor as there are "gaps" in the plans. The City does acknowledge that it is not a
permitting agency for the plans, but that MNDOT should at least attempt to refine the plans
further and which will avoid possible conflicts during construction as it will be left to the
contractor to solve conflicts. I have a large scale version the proposed map as well as a PDF
if anyone would like a copy of it for their files.
2. Councilmember McComber inquired about two safety concerns along the corridor; relating
to westbound traffic being given additional warning about an intersection at Osgood Ave as
well as the possibility of enhanced pedestrian warnings to traffic in various intersections. As
above, these are requested actions, MNDOT is not obligated to take action, but would
enhance the project for the area.
3. Shoddy Mill move date —Nov 7 — 10 pm to 5 am.
4. Candidates DeGree and Bunn letters to the City regarding working with Gov. Dayton to
fund the $1.5 million commitment.
5. Enclosed is the copy of the letter sent from the City Attorney to MNDOT as to a "heads -up"
on the power line burial matter. The position stated that for impacted powerlines, Xcel
Energy may not bill back CITY rate payers for the costs as it is a MNDOT / Trunk
Highway project and is an element that MNDOT committed to the City that they would
follow City Ordinances. I would expect that Xcel Staff Attorneys will be in contact on this
matter soon.
