Various Development /Zoning Items:
• There have been no new submissions; however staff will be meeting with a
developer next week who has interest in establishing a retail building at/near the
former Sigstad property.
• Chris Long, the City's inspector from Bonestroo has provided a short update on
various projects
• At the last City Council meeting, the Council directed staff to secure additional
information regarding the storage area for the police /public works to be located to
the rear of the City Hall. I have contacted Zintl Construction and asked them to
prepare an estimate for a 50' X 100' reinforce slab that could be constructed on in
the future. Their estimated price was $54,685. However, this number should only be
considered as a "ballpark ". Obviously, additional funds need to be placed into this
account. We can discuss this at the budget workshop.
St. Croix River Crossing and STH 36 Road Update 5 8(6 Cn 0 X
MNDOT has responded to Bob Dahike's (Dahl -Tech Inc.) letter asking MNDOT on how he
will access his facility based on the currently proposed layout, see enclosed.
David B. has provided the enclosed CORRECTION recently published in the Courier
regarding the Sierra Club's position on the new river crossing.
Autumn Hilis Park Shelter and Other Park Related Issues
Silt fencing has been installed at the Autumn Hills Park Shelter Site. Please take a moment
to review my letter to DNR Construction of August 15 that touches on several items of
importance. The City has received official notice that it has NOT been chosen to receive
grant funding for the Autumn Hills Park Shelter. As expected, the DNR has limited funds.
Our application effort however costs $0.00; so it cannot hurt to ask.
We have finally executed an agreement between the City and Andersen Corp /SC Mall for
the trail connecting Swager Park and the SW Parking lot of the Andersen facility. Staff will
now be seeking the preparation of actual easement documents and the transfer of $50,000
to the City from Andersen Corp. Once complete the terms of the PUD will be satisfied. I
have enclosed a copy of the MOU for your files.
The City has provided permission for Boutwells Landing to hold an even on Norwich
Parkway on Sept 24 effectively closing the street for through traffic. Our approval letter is
enclosed and which cites a few conditions and liabilities.

Dear Mr. Dahlke:
I have received your attached August 2, 2006 letter indicating concerns over a "previous
agreement ". At our last meeting in 2000, the St. Croix River Crossing Project was being
designed with a layout that located a new river crossing north of Sunnyside Marina and
contained a TH 36/95 interchange in a off =set diamond configuration and was considered
part of the "Braun Process ".
That "Braun Process" project was suspended in January of 2001. Since that time, Mn /DOT,
WisDOT, and FHWA have been working to develop a new project using a Stakeholder
Group resolution process. This process and additional public involvement, has developed a
project layout and an environmental impact statement. In July, the project's Supplemental
Final EIS was released documenting the Preferred Alternative Package, which includes the
layout.

I have also attached a portion of the layout in the vicinity of your Dahl -Tech property, which
is Figure 3.3 from the Supplemental Final EIS. The yellow color indicates new construction.
Your property currently has two access points onto TH 95 and one access onto the local
road just to the south of your property. Figure 3.3 shows safe and reasonable access being
provided to you onto the local road to the south near TH 95's new signal system and no
direct access onto TH 95. The need to maintain internal circulation is also shown on Figure
3.3 along with the intent to minimize any impacts to your parking.
As this project enters the final design stage, further refinements of this layout can take place
to address your issues.

Dear Mr. Clarkowski:
As an owner of two pieces of adjoining property on the east side of Minnesota Highway
95, just north of the XCEL Company driveway, it appears from a recent MN/DOT
publication that access to highway 95 for my property has been changed from 'a previous
agreement with your department.
It has changed to such a degree that my property at 15597 59 Street North has no access
to Highway 95 without crossing another property.
My property at 5805 St. Croix Trail will lose the employee parking lot completely. I
suppose we could park them on the plant roof.
I realize the plans for Highway 95 are in the planning stage and what I saw was
preliminary. However, to change from what was preciously agreed on is a very important
concern of mine.
