This work could be undertaken by the City as a public improvement project to replace the ditch with a storm water piping system. However, there are many issues which need to be addressed by you and the City before proceeding with this work. The first step is for you to petition the City to prepare a preliminary engineering report which would describe the proposed improvements, their estimated cost and a determination of benefit from the project_ To initiate this report, the City normally requires that a cash escrow account be established to reimburse the City for staff costs incurred. Upon completion of the preliminary report it would be reviewed by you and the City. If the report is acceptable and you find the assignment of costs is feasible, the City Council would authorize us, as the City Engineer, to prepare plans and specifications and advertise for public bids. You would be required to provide security to assure payment of costs or you would have to enter into a developer's agreement and waive your hearing and assessment appeal rights. Unless agreed otherwise by the City, it is assumed that all costs would be assigned to your property. It is hoped that the above outlines the procedure necessary to initiate this work.
